Support for the Government and People after the merger

Thieu Hoa commune youth union members support people when they come to do administrative procedures at the Commune Public Administration Service Center.

Early in the mornings of mid-July, the Tho Xuan Commune Public Administration Service Center is often full of seats, as many people come to register for procedures to receive social pension benefits after Decree 176/2025/ND-CP dated June 30, 2025 detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits takes effect from July 1, 2025. According to the promulgated regulations, people aged 75 and over without pensions are entitled to receive social pension benefits from July 1, 2025, with a benefit level of VND 500,000/month. To support people, members of the Tho Xuan Commune Youth Union have guided people through paperwork procedures; downloaded electronic applications and digital platforms; and helped people fill in personal information on declaration forms.

Secretary of Tho Xuan Commune Youth Union Hoang Thi Phuong said: “In recent days, the working atmosphere at the Commune Public Administration Service Center has always been urgent and serious. Many people are very excited, especially the elderly, because they have received active support from the volunteer team, helping to shorten the time to process administrative procedures for both the people and the government.”

In Thieu Hoa commune, worried that administrative procedures would take a lot of time, many people were present at the Commune Administrative Service Center very early. Even when many people were still confused with the list of administrative procedures using QR codes, the commune's youth union members proactively asked and gave detailed instructions on how to select and register the content to be transacted through a single scan. Along with that, the commune's youth union deployed a volunteer team to actively propagate and guide people to use online public services and raise awareness about digital transformation.

According to Thanh Hoa Provincial Youth Union, after merging administrative units, the Provincial Youth Union mobilized 245 youth volunteer teams to support local authorities and people, focusing on key tasks such as: Accessing and using online public services; guiding people to perform administrative procedures according to procedures; installing and using VNeID applications, electronic identification accounts; supporting people to use the National Public Service Portal; supporting basic operations on public devices, electronic applications and digital platforms; submitting documents online, looking up settlement results, making online payments, registering electronic citizen accounts...

According to the plan, youth volunteer teams participating in supporting local authorities to effectively operate the two-level government model will continue to operate until the end of August 2025. This is also an environment for training and dedication for young people, contributing to the building of digital government and digital society right from the commune and ward levels.

With high determination and promoting the spirit of vanguard, Thanh Hoa youth continue to spread the pioneering spirit in digital transformation, administrative reform and contribute to building a friendly government that serves the people. At the same time, it is recommended that units continue to closely follow the direction and be proactive and creative in their approach to meet the practical requirements of each locality.
