The joy of settling down
In recent days, the house of gratitude of Mrs. Nguyen Thi Xinh (born in 1965) in Pho Bui residential group, Tan Yen commune has always been filled with laughter because many relatives and neighbors came to congratulate her on her new, spacious house. Mrs. Xinh is the daughter of martyr Nguyen Van Dien (born in 1940), who died in 1966. In the house that still smells of new paint, Mrs. Xinh confided: “When I was 3 months old, my family received my father's death certificate. My mother worked hard to raise me and my brother to adulthood. My situation was difficult because I raised three children by myself. Now my children all have their own families, but one lives far away, the other is poor, so they cannot help their mother. I only rely on a few fields of rice for living expenses, so even though I have lived in a dilapidated house for many years, I have not had the means to repair it. Now I am supported to build a new house, I am very happy!”

Of the total cost of more than 300 million VND for building the house, 60 million VND came from the support fund of the Program to eliminate temporary and dilapidated houses in 2025 for people with meritorious services to the revolution and relatives of martyrs (state budget). To make the joy of settling down more complete, on the inauguration day of the project, the local government, associations and organizations gave Ms. Xinh many meaningful gifts.
In Phu Lang commune this year, there are 2 meritorious households receiving support to renovate their houses from the state budget. Among them is the family of Mr. Nguyen Van Ninh (born in 1957), Doan Ket village. He participated in the resistance war against the US and was injured in 1974. The wounded soldier was discharged from the army and returned to his hometown with a disability rate of 48%. He and his wife worked hard to plant rice, garden, take care of and educate their children. In 2015, his wife unfortunately suffered a stroke and her health became weaker every day. His 3 sons, 2 of whom are married, still live with their parents. Currently, the whole family of 9 people lives in a 3-room tiled house that has been degraded for many years.
“It’s okay when it’s sunny, but when the rainy season comes, there’s always the worry of the house collapsing. With difficult economic conditions, if it weren’t for the attention of the Party Committee and the government, I probably wouldn’t have had a solid house. Not only that, representatives from all levels, sectors, and local organizations often come to visit, encourage, and help, which really warms my heart,” Mr. Ninh shared. Continue to review and provide timely support
According to the report of the Department of Meritorious People (Department of Home Affairs), Bac Ninh province is currently managing more than 284 thousand records of meritorious people. Among them are more than 37.2 thousand martyrs; more than 37.8 thousand wounded and sick soldiers; more than 2.8 thousand Vietnamese Heroic Mothers; the rest are resistance fighters, Agent Orange victims... Up to now, the whole province has more than 40 thousand meritorious people and their relatives receiving monthly allowances. Among the policy families, there are still many difficult cases, especially in terms of housing, that need support.
In 2025, the whole province will have 284 cases of meritorious people and martyrs' relatives receiving financial support for house renovation (160 households building new houses, 124 households repairing). The total support cost is more than 17.6 billion VND, of which socialized sources are about 5.9 billion VND. To date, 100% of households have started construction, completed and received handover of the project. |
Pursuant to Decision No. 539/QD-TTg of 2024 of the Prime Minister on promulgating the Plan to implement the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025", the Standing Committee of the Provincial Party Committee issued a decision to establish a Steering Committee to eliminate temporary and dilapidated houses in the province; directed the establishment of a steering committee at the grassroots level. The Provincial People's Committee issued an implementation plan; widely deployed the movement to departments, branches, organizations and localities. As a result, in 2025, the whole province had 284 cases of meritorious people and relatives of martyrs receiving financial support for house renovation (160 households built new houses, 124 households repaired). Many units and localities have creative ways of mobilizing, implementing construction, showing respect, and remembering the merits of those with merit. For example, in Gia Binh commune, for many years now, in addition to building a "Repaying gratitude" fund, the locality has also established a committee to mobilize funding to improve housing for policy families. Local leaders have sent a letter calling on businesses located in the area to mobilize more funding for this meaningful activity. After completing the support for building new and repairing houses for households with merit in the area, the remaining mobilized money will be used to give savings books to policy families.
At the Provincial Police, the leadership launched a special emulation movement; divided into phases and integrated with movements towards the important anniversary of the industry. During the implementation process, professional units and grassroots police proactively coordinated with the government and the Fatherland Front to survey the housing situation, ensuring support for the right subjects. In particular, the unit launched a peak period to mobilize officers and soldiers to support, mobilize socialized resources; assigned forces to directly contribute working days to help policy families complete the project.
In order to effectively implement the Ordinance on Incentives for People with Meritorious Services to the Revolution, in the coming time, all levels, sectors and localities in the province will continue to coordinate, regularly review, grasp the situation, and assess the housing status of people with meritorious services and martyrs' relatives in the area. From there, it will be the basis for mobilizing resources and promptly supporting difficult cases. In addition to selecting the right subjects, sectors and localities should pay attention to surveys to advise on construction scales suitable to each family's conditions; support in resolving arising problems; regularly urge and supervise construction, ensure construction quality and handover progress.
