In response to the request to reorganize the organizational model in a streamlined manner in the two-level government system, the Provincial Red Cross Association has proactively adjusted its organizational structure accordingly. According to Mr. Ly Van Thanh, Chairman of the Provincial Red Cross Association, the unit is currently waiting for a project from the Central Government on the arrangement and consolidation of mass organizations assigned by the Party and the State at the provincial and communal levels. On that basis, the Provincial Red Cross Association will issue guidelines for organizing the apparatus in communes, wards, special zones, schools and public service units with Associations, establishing Executive Committees, Standing Committees and Provisional Inspection Committees. In the immediate future, local officials of the grassroots Red Cross Associations will be assigned to hold concurrent positions depending on actual conditions, in order to ensure smooth operations and proper functions.
After the district-level Red Cross Association ceases to exist, the commune-level units, the Quang Ninh Medical College and the high school system are identified as the focal points of operation. The Association will organize the congress after receiving official instructions from the Central Government, expected in the first quarter of 2026 for the grassroots level and the second quarter of 2026 for the provincial level. The completion of the Association's organizational system is an important step to ensure the apparatus operates effectively and consistently, meeting the requirements of the province's humanitarian and charitable work in the coming period.
Along with perfecting the apparatus, the Provincial Red Cross Association also focuses on innovating the method of operation, consolidating and improving the effectiveness of Red Cross volunteer groups, clubs, and teams, being ready to respond to emergency situations and participating in timely support of humanitarian activities. The Association also strengthens its advisory role with the Party Committee, government, Fatherland Front and socio -political organizations in implementing humanitarian assistance programs suitable to local conditions.
Voluntary blood donation activities continue to be maintained effectively. On August 15, 2025, the Provincial People's Committee issued Decision No. 3240/QD-UBND on the consolidation of the Provincial Voluntary Blood Donation Steering Committee, with the Vice Chairman of the Provincial People's Committee in charge of the cultural and social fields as the Head of the Committee; the Chairman of the Provincial Red Cross Association as the Standing Deputy Head; with the participation of leaders of the Department of Health, the Provincial Youth Union, the Provincial Police, the Provincial Military Command and hospitals. As of August 26, 2025, the whole province had organized 76 blood donation campaigns with nearly 19,000 participants, receiving 15,873 units of blood, reaching 69.6% of the 2025 plan (the assigned target is 22,800 units). According to Chairman of the Provincial Red Cross Association Ly Van Thanh, blood donation activities are maintained continuously without interruption to ensure a blood source to serve the timely and safe treatment of patients.
In the coming time, the Provincial Red Cross Association will focus on improving the operational efficiency of the Red Cross Funds, and at the same time coordinate with the Provincial Fatherland Front Committee to direct the development of a mechanism to mobilize social resources to support humanitarian and charitable work. In particular, the Association is implementing the construction of a database system on humanitarian work, to serve digital transformation in the spirit of Resolution No. 57-NQ/TW on the development of science, technology, innovation and national digital transformation. This system not only helps manage information on addresses in need of assistance but also makes operations transparent, saves costs, and increases connectivity between the Provincial Association and the grassroots. At the same time, this is also a data platform for statistics and evaluation of the effectiveness of humanitarian activities throughout the province.
In addition, the Provincial Red Cross Association has focused on innovating the communication work on humanitarian activities in the direction of multimedia and multi-platform, ensuring the wide dissemination of humanitarian values to all classes of people. Effective communication also contributes to calling for the support of organizations, individuals and businesses inside and outside the province in community assistance programs.
