Promoting the role of grassroots police in drug prevention and control

In recent times, the Commune Police force has made efforts to promote its role and undertake important tasks in ensuring security and order right from the grassroots level, especially in preventing and combating drug abuse.

After the commune-level administrative organization was reorganized, the commune police force quickly grasped the situation, did a good job of advising the Party Committee and the government in directing and implementing policies, effectively resolved many complicated cases of crime and social evils, especially drugs, did not let "hot spots" of security and order arise, contributing to creating a stable environment for local socio-economic development.

As one of the communes assigned to implement the Peak Plan with the target of 25% of communes, wards and special zones being drug-free by 2025, Thong Nhat Commune Police has proactively advised the Commune People's Committee to maintain regular and effective activities of the Drug Screening Team, including representatives of the Commune Police, Party Committee, authorities, grassroots security forces, village chiefs and health stations. The team is assigned specific tasks, holds monthly meetings to assess the situation, propose management measures, and help drug-related subjects; at the same time, conduct screening in villages to detect suspicious cases and promptly create a monitoring list.

Accordingly, the Commune Police and the Review Team have closely managed 14 cases after drug rehabilitation, 15 cases with drug convictions, 2 cases of illegal drug use; no relapse or violation of the law has occurred. The review process has also discovered and put under management over 200 suspicious cases; established records to send 8 subjects to voluntary drug rehabilitation and 4 subjects to compulsory drug rehabilitation.

The above results not only help the Steering Committee for building a drug-free commune of Thong Nhat commune operate effectively, but also contribute significantly to the commune police force maintaining a "drug-free" area, successfully completing the targets assigned by the Provincial Police.

Binh Khe Ward Police have deployed many synchronous measures to prevent and combat drug-related crimes, including strictly managing karaoke businesses in the area, because this service has many potential social evils, especially drugs.

Currently, there are 10 karaoke businesses in the ward. The police force regularly organizes inspections of business conditions, focusing on compliance with regulations on security and order, prevention and control of social evils, especially drugs. At the same time, Binh Khe Ward Police stepped up propaganda and mobilized the owners of the establishments to sign a commitment not to let social evils happen, especially not to let drug use and public disorder arise. In cases of violations, the unit resolutely records and strictly handles them according to regulations, not to let complicated "hot spots" of security and order form.

Along with the local police in the whole province, Hiep Hoa ward is always considered a potential drug hotspot, with many national highways and large industrial parks attracting many workers, leading to the emergence of many types of services. This is also a condition for subjects to take advantage of buying, selling, enticing, and organizing drug use.

Faced with that situation, to proactively prevent criminals from entering the area, Hiep Hoa Ward Police have deployed many plans and measures, from social prevention to professional prevention and resolutely fighting and handling complicated drug hotspots and gathering places. In the first 9 months of 2025, the Ward Police organized 15 propaganda sessions on criminal law and drugs for junior high school students and youth union members in the ward.

Comrade Pham Duc Hiep, Head of Hiep Hoa Ward Police, said: The Ward Police pay special attention to subjects who can take advantage of business establishments with conditions to illegally use drugs such as bars, dance clubs, motels, and camps in workers' areas and industrial parks. In addition, the Ward Police also strengthen innovation in propaganda methods to prevent groups of subjects at high risk of violating the law and order; build and replicate many advanced models and typical examples; promptly commend and reward collectives and individuals who actively participate in the work of preventing and combating social evils in the area.

It can be said that by promoting the communal police in drug prevention and control, the crime situation in the area has been effectively controlled, gradually reduced in a sustainable manner, gradually eliminating hot spots of security and order, not allowing criminals to operate openly, rampantly, causing public outrage. The rate of investigation and discovery of criminal cases every year is always high, averaging over 80%, with very serious and especially serious cases reaching 98%.
