Today (October 14), the State Appraisal Council met to appraise the Pre-Feasibility Study Report of the North-South High-Speed ​​Railway Project.

This is an important condition that the North-South High-Speed ​​Railway Project must meet before the Government submits it to the National Assembly for consideration and approval of the investment policy at the 8th Session of the 15th National Assembly, opening on October 21.

This meeting of the State Appraisal Council took place in the context of the Politburo and the Party Central Committee agreeing on the investment policy for the entire route with a design speed of 350 km/h, transporting passengers, meeting dual-use requirements for national defense and security, and being able to transport goods when necessary.

The announcement of the conclusion of the Politburo and the Resolution of the Party Central Committee are two very important political documents, providing guidance for the Ministry of Transport in the process of building and completing the Pre-Feasibility Study Report, as well as the State Appraisal Council when appraising the Project.

There will be about 14 appraisal contents for the Report, in which the most notable are the necessity of investment; conditions for investment implementation; assessment of demand forecast, service scope and expected investment target. There are also the scale and form of investment; assessment of analysis, preliminary selection of key technology, techniques and conditions for supplying materials, equipment, raw materials, energy, services, infrastructure; investment options; preliminary total investment; feasibility of capital mobilization options and ability to balance capital sources...

In addition, the State Appraisal Council must also spend time clarifying plans to mobilize diverse resources, in which public investment is the main source (including central and local budgets, loans, issuance of construction bonds, other legal capital sources of the State, etc.), capital sources from BOT and BT projects (land for infrastructure) and other legal capital sources outside the State through specific and special mechanisms, etc.

These are the contents "ordered" by the Government Standing Committee in the meeting on the North-South High-Speed ​​Railway Project and railway projects connecting with China taking place on October 5, 2024.

The requirements for the members of the State Appraisal Council are to both meet the very urgent schedule (complete the appraisal before October 18, 2024, while the Pre-Feasibility Study Report was only sent to the Council on October 2, 2024), and to ensure the quality of the appraisal, including making scientifically based proposals and recommendations for the Government to direct completion, in time to submit to the National Assembly no later than October 20, 2024.

In addition to being careful, closely following the scientific basis, lessons learned from investing in high-speed railways in the world; a responsible working spirit, the State Appraisal Council and the agency that builds the Pre-feasibility Study Report for the High-Speed ​​Railway Project on the North-South axis need to closely follow the conclusions of the Politburo, the Party Central Committee; the latest direction of the Government Standing Committee. Accordingly, it is necessary to innovate the way of thinking and working with the viewpoint of "acting decisively, with focus and key points; clearly assigning people, progress, time, results and products; mobilizing all resources, in which the human resource factor is decisive, mobilizing the entire political system to participate; while doing, learn from experience, gradually expand; not being hasty, not being perfectionist; with the spirit of only discussing, not backtracking; preparation work must be strict and thorough, but when implementing, it must be fast and effective".

This principle is not only true for the investment preparation process and appraisal of the Pre-Feasibility Study Report, but also true for the next steps when implementing particularly important projects, contributing to both national development and raising the position and foundation of Vietnam in the new era.
