Working with leaders of functional departments and agencies of Binh Thuan province, Executive Director of Dau Giay - Phan Thiet Expressway Project Dang Hung Thai affirmed that the cause of severe flooding was due to heavy rain and water discharged from Phan River dam, not due to problems with culvert placement or project design.
