Mr. Phan Dang Toan said that on average, Sa Pa National Tourist Area welcomes over 4 million tourists each year. With the existing technical infrastructure system, traffic jams often occur during holidays and Tet. Therefore, solving traffic bottlenecks through the urban center is a top priority for Sa Pa.

After the projects to upgrade and expand National Highway 4D and the expressway connecting route (TL155) phase 2 from Mong Sen Bridge to the National Highway 4D bypass were approved and put into construction, the People's Committee of Sa Pa ward proposed to build a radial urban route to reduce pressure on the existing urban traffic system.
The proposed route has a scale of 4 lanes connecting from the QL4D bypass to TL152, connecting the communes of Ta Van, Ban Ho, Muong Bo. The entire route has a total length of 11.3 km. Of which, the section from the QL4D bypass to the Thach Son route (passing through the central stadium) at the tunnel entrance adjacent to Mau Son temple has a scale of 4 lanes, a cross-section of 26.5 m, and a length of 4.4 km. The tunnel has the largest cross-section in Vietnam with a width of up to 15.3 m and a route length of 1.2 km going through Ham Rong mountain connecting to the Cau May luxury resort project.

Next is the 495m long tunnel access road with 4 lanes, ending at Truong Giang intersection to Hang Da. The fourth item is to upgrade and expand 630m of the internal road from Truong Giang intersection to TL152 to ensure continuous connectivity.
Thus, when the Ham Rong Mountain Tunnel project connecting TL152 is formed, it will solve the traffic bottleneck through the existing urban area of Sa Pa.
Regarding the form of investment, the Secretary of Sa Pa Ward said that the project is expected to be implemented in the form of public-private partnership (PPP), specifically in the form of BOT. Thus, the project will have private investors participating with the State and have a plan to collect fees to recover capital. The total investment of the project is expected to be about 2,000 billion VND.

Mr. Toan said that collecting tolls to recover capital for this road-tunnel route still ensures the people's right to choose because the current route is still maintained and free of charge. In addition, to ensure the effectiveness of reducing traffic congestion, Sa Pa ward is working with experts and project consultants to develop a financial plan for the project in the direction of free of charge for people with permanent residence in the Sa Pa area.
Regarding the implementation progress, it is expected that in the early fourth quarter of this year, the investment policy will be submitted to the province for consideration and approval. Once approved, it will be the basis for implementing the next steps and strive to complete and open the project by 2027.
