On the afternoon of March 21, the Party Executive Committee of Thanh Hoa Provincial Party agencies, term 2020-2025 held the second conference to give opinions on the plan to organize the Party Congress, grassroots Party cells towards the first Congress of delegates of the Provincial Party agencies, term 2025-2030. Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Party Committee of the Provincial Party agencies chaired the conference.

At the conference, delegates reviewed and commented on the draft Plan to organize the Party Congress, grassroots Party cells towards the first Congress of Party Delegates of Provincial Party Agencies, term 2025-2030; draft Plan, Notice on allocation of delegates to attend the first Congress of Party Delegates of Provincial Party Agencies, term 2025-2030; draft plan, Decision on establishing sub-committees of the first Congress of Party Delegates of Provincial Party Agencies, term 2025-2030; Outline of the Political Report to be submitted to the first Congress of Party Delegates of Provincial Party Agencies, term 2025-2030.

Concluding the conference, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Party Committee of the Provincial Party agencies gave specific comments on the draft Plan for organizing the Party Congress of the Party Committee and Party Cell; Plan and Notice of allocating delegates to the first Provincial Party Congress of the Provincial Party agencies, term 2025-2030.

Regarding the time for organizing the Party Congresses and Party Cells, the Standing Deputy Secretary of the Provincial Party Committee agreed that the Congresses of Party Cells directly under the grassroots Party Committees must be completed before March 31, 2025; the Congresses of Party Committees and grassroots Party Cells must be completed before June 30, 2025; and the first Congress of Party Delegates of Provincial Party agencies, term 2025-2030, will be held before August 30, 2025.

Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Party Committee of the Provincial Party agencies delivered the concluding speech at the conference.

The Standing Deputy Secretary of the Provincial Party Committee basically agreed with the draft Outline of the Political Report to be submitted to the first Congress of Party Delegates of Provincial Party Agencies for the 2025-2030 term, and also gave specific comments on the Congress theme, general direction, action motto and main targets.

In particular, the general direction is: Improving the leadership capacity and fighting strength of the Party organization; promoting the tradition of solidarity, role, responsibility, and exemplary pioneering spirit of cadres, Party members, and workers; promoting administrative reform, associated with innovation, creativity, digital transformation, innovation in working style and manners, closely following localities and grassroots levels, leading the successful implementation of political tasks of agencies and units; contributing to building Thanh Hoa province by 2030 to become a modern industrial province, with people having a higher standard of living than the national average, and by 2024 to become a rich, civilized, modern, comprehensively developed and exemplary province of the whole country.
