Speaking at the opening of the conference, Deputy Director of Hai Phong Department of Industry and Trade Pham Tuan Hai emphasized that the 2025 Chemical Law is an important step in completing the legal corridor on chemicals, aiming to improve the effectiveness of state management, ensuring safety for people, property and the environment.
Hai Phong is a large industrial center with many businesses operating in the chemical industry, so the timely dissemination of new legal regulations is an essential task to ensure economic development in parallel with safety and sustainability. It is recommended that delegates, especially businesses, proactively grasp the new regulations, closely coordinate with management agencies to develop and apply chemical safety procedures appropriate to their units' realities.
Along with the general industrial development of Hai Phong city is the remarkable development of the chemical industry, along with the emergence of many new projects and enterprises with activities related to chemicals in the industry, leading to the existing chemical types in Hai Phong becoming more diverse. Besides the very important role of chemicals in contributing to the development of the chemical industry in particular and the industry in general, activities related to chemicals also have many potential risks of incidents occurring during the production, trading, use, storage and transportation of chemicals.
In addition to the compliance with the regulations on chemicals of enterprises, there are still violations such as: not building and updating plans to prevent and respond to chemical incidents, not providing training on chemicals, not reporting the usage situation... Enterprises sometimes do not even know about administrative violations, so the inspected enterprises all have errors and behaviors that are subject to administrative sanctions.

Mr. Pham Huy Nam Son, Deputy Director of the Department of Chemicals, Ministry of Industry and Trade, directly introduced the outstanding new contents of the Chemical Law No. 69/2025/QH15, passed by the National Assembly on June 14, 2025, effective from January 1, 2026: " The Chemical Law 2025 aims at comprehensive management of chemical activities, especially hazardous chemicals in products and goods. The Law also stipulates more clearly the responsibility for safety in the supply chain, response to chemical incidents and enhancing digital transformation through the application of the National Chemical Database System ". In addition to promoting the development of the chemical industry in a modern direction, the Law also focuses on protecting human health and the environment, in accordance with the international commitments that Vietnam is participating in.

The organization of the conference is of special importance, as a basis to ensure that Hai Phong city develops its economy in a synchronous, safe and sustainable manner after the merger. In the context that Hai Phong is the country's major industrial and seaport center, the volume of chemicals in circulation, preservation and use is very large, the requirements for safety, risk management and compliance with the law become more urgent. The Law on Chemicals 2025 with many new, progressive and stricter regulations will be an important legal basis to help businesses operate transparently and sustainably, while ensuring safety for the community and the environment.
