Today, the City People's Council questioned the implementation of discipline and administrative order.

In particular, the group of issues on implementing discipline and responsibility in performing public duties at State agencies in the city will be supervised by the City People's Council in the second quarter of 2024; the group of issues on vocational training and job creation in the city will be included in the program of the thematic voter contact conference by the Standing Committee of the City People's Council in June 2024.

According to the report of the City People's Council on the results of monitoring the implementation of discipline, order and responsibility in the performance of public duties of State agencies in Hanoi : through direct monitoring combined with reports, it can be seen that the leadership, direction and management methods of the City government are increasingly proactive and creative, and have identified the right focus and key points; the work of arranging the organization and apparatus of State agencies and public service units has been strengthened; the promotion of decentralization and delegation of authority has initially achieved positive results, creating dynamism, proactiveness, and raising the sense of responsibility of agencies, cadres, civil servants, public employees and workers of State agencies in the City.

These results have contributed to the comprehensive development of the capital, the economy has gradually recovered, social security has been ensured, national defense and security have been maintained, and foreign affairs have been expanded and strengthened.

However, in addition to the achieved results, in the implementation of discipline, administrative discipline, and responsibility for performing public duties at State agencies in the City, there are still some limitations and shortcomings. Discipline in performing public duties in some places is not really strict, in some places there are signs of letting go, avoiding, pushing away responsibility for assigned work, showing a "backward" mentality, fear of mistakes, fear of responsibility.

Some cadres and civil servants do not express clear views on staff work, are not unified in staff work, and are not serious in contributing ideas to advise the City or in resolving long-standing issues of some agencies and units, because of shared responsibility leading to slow progress. Some cadres, civil servants, public employees and workers also violate, do not comply with discipline, order, and even violate the law...
