BHG - On the morning of April 25, at the headquarters of the People's Committee of Ha Giang province, Working Group No. 3 of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces met to agree on the implementation of the contents and tasks of the group assigned in Decision No. 01-QD/TU dated April 14, 2025 of the Standing Committee of the Tuyen Quang Provincial Party Committee and the Standing Committee of the Ha Giang Provincial Party Committee. Comrades: Hoang Gia Long, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Ha Giang province and Nguyen Manh Tuan, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Tuyen Quang province co-chaired the meeting. Attending the meeting were leaders of a number of departments and branches of the two provinces who are members of Working Group No. 3.

According to the report, Tuyen Quang province is currently completing the plan to arrange working headquarters, official residences, means of work and travel for the staff, civil servants, public employees and workers of Ha Giang province to work at the administrative center of Tuyen Quang province. All working headquarters of agencies, mass organizations, departments, branches and affiliated units when merged into the administrative center of Tuyen Quang province will be used as is and Tuyen Quang province is continuing to renovate, upgrade and build new headquarters to ensure enough working places for provincial units after the merger to operate effectively. Regarding means of work and travel needs for staff, civil servants, public employees and workers, there will be a specific plan to create conditions for civil servants and workers to be stable and secure in their work, not disrupting their lives too much, ensuring safety, savings and efficiency.

Speaking at the meeting, members of the Ha Giang Working Group requested the Steering Committee to consider the plan to arrange a number of cadres, civil servants, public employees and workers of provincial agencies and units to work in Ha Giang to handle work serving people and businesses.

Standing Vice Chairman of Tuyen Quang Provincial People's Committee Nguyen Manh Tuan said: The merger of the two provinces needs to be calculated so as not to interrupt the work of state agencies and not affect people's lives. Therefore, Working Group No. 3 needs to advise on a specific plan to report to the Steering Committee for decision so that after the merger of the two provinces, officials can work with peace of mind. He also suggested that Ha Giang province should pay attention to directing the work of protecting the database when moving equipment to the headquarters at Tuyen Quang administrative center; review the document management system, pay attention to evaluating the information technology infrastructure, and choose a superior system to unify and use after the merger.

Standing Vice Chairman of Ha Giang Provincial People's Committee Hoang Gia Long commented: In the immediate future, the biggest difficulty in the merger of the two provinces is the arrangement of public housing to meet the needs of a large number of cadres, civil servants, public employees and workers of Ha Giang province when they move to work at the administrative center of Tuyen Quang province. With the proposal to arrange a unit to continue working in Ha Giang, he assigned the departments and branches of Ha Giang province based on their functions and tasks to advise on plans to ensure the necessary conditions when merging the two provinces; review and clarify the fulfillment of professional tasks of each agency and unit for positions that need to work in Ha Giang after the merger for the Steering Committee to decide.

Concluding the meeting, Standing Vice Chairman of Tuyen Quang Provincial People's Committee Nguyen Manh Tuan highly appreciated the initiative of the departments and branches of Ha Giang and Tuyen Quang provinces in implementing the tasks of Working Group No. 3. Deploying a number of key tasks in the coming time, he requested the departments and branches of Tuyen Quang province to proactively arrange working time with agencies of Ha Giang province to develop a merger plan between units, thereby providing the number of necessary positions that will work in Tuyen Quang province or work in Ha Giang province. Continue to advise on specific and detailed plans, ensuring the necessary conditions when merging the provinces according to the assigned tasks of Working Group No. 3, focusing on arranging working headquarters, official residences, means of work and travel for the team of cadres, civil servants, public employees and workers of Ha Giang province, ensuring working conditions at the administrative center of Tuyen Quang province after merging the two provinces. The handling of public assets after the administrative unit arrangement must comply with regulations, practice thrift, and fight corruption, waste, and negativity. Along with that, based on the local budget balance capacity, research and propose the issuance of mechanisms and policies to support travel and working conditions for cadres, civil servants, public employees, and workers of agencies and organizations in Ha Giang to work at the administrative center of Tuyen Quang province and commune level after the arrangement. For cadres transferred to work at the administrative center of Tuyen Quang province, it is necessary to specifically review the housing needs and the number of family members transferred with the cadres. On that basis, the Steering Committee will have a basis to decide on the plan. It is necessary to be specific and detailed for the plans: Logistics, assets, finance; application of information technology, digital technology in management and public service performance; arrangement of logistics, assets, and public investment finance of the Party bloc.
