These include supporting people, employees, employers, and business households affected by the COVID-19 pandemic; implementing policies and regimes for frontline forces and other forces participating in the fight against the epidemic; purchasing COVID-19 vaccines; supporting research and testing of COVID-19 vaccines; purchasing test kits; purchasing medical equipment, supplies, drugs, and biological products; paying for examination, emergency care, and treatment of COVID-19 patients; screening, admission, and medical isolation; supporting the construction, repair, and upgrading of COVID-19 treatment facilities, quarantine facilities, and field hospitals, etc.

In addition to the achieved results, the Supervisory Delegation also pointed out the shortcomings and limitations in mobilizing, managing and using resources for COVID-19 prevention and control, such as: The current legal system has not covered all aspects and has not regulated the relationships and situations that arise. The management, use, payment and settlement of epidemic prevention and control funds from the state budget during and after the peak period of epidemic prevention and control are still slow, causing many difficulties and problems but have not been resolved promptly and thoroughly. The management and coordination of social resources is sometimes and in some places limited, confusing in organization and implementation, and low in efficiency. There have been serious violations in mobilizing, managing and using epidemic prevention and control resources...

Through supervision, the supervision delegation recommended that the National Assembly issue a Resolution to supervise amendments, supplements or promulgate new laws related to the fields of primary health care, preventive medicine, civil defense and emergency situations; develop and complete projects to carry out assigned tasks in Party documents related to the fields of primary health care and preventive medicine; abolish, amend, supplement or promulgate new documents guiding the implementation of laws in the procurement of drugs, equipment, medical supplies, biological products and chemicals to ensure consistency with the Law on Bidding and the Law on Prices; develop and complete projects to carry out assigned tasks in Party documents related to the fields of primary health care and preventive medicine.

Completely complete the implementation of solutions stipulated in Clause 2, Article 5 of Resolution No. 80/2023/QH15 dated January 9, 2023 of the National Assembly on continuing to implement a number of policies in the prevention and control of the Covid-19 pandemic and the use of drug and pharmaceutical ingredient circulation registration certificates that expire from January 1, 2023 to December 31, 2024.

Urgently review, synthesize, and classify to handle backlogs and problems in the management and use of resources for Covid-19 prevention and control, specifically for tasks such as payment and settlement of costs for SARS-CoV2 testing services according to the actual volume incurred for testing services under the ordering mechanism but without an ordering contract.

In addition, strengthen the capacity to provide primary health care services and preventive health care in the direction of primary health care ensuring the full implementation of primary health care functions, medical examination and treatment, disease prevention and control, and health promotion to ensure that all people receive health care in the community. Promote the implementation of the goal of universal health care coverage; innovate the financial mechanism and payment mechanism of the health insurance fund towards increasing expenditure for primary health care; clearly define the functions, tasks and organization of the system of commune, ward and town health stations in accordance with the scale, population structure, socio-economic conditions, and the ability to access health services of people in urban and rural areas.

Organizing the activities of commune health stations in association with promoting comprehensive management of personal health, management of chronic diseases, non-communicable diseases, community nutrition and implementing medical examination and treatment activities according to the family medicine model, combining traditional medicine and modern medicine, combining military medicine and civilian medicine; linking school health activities with commune health stations. Mobilizing private health facilities, agency health, enterprises and other organizations and individuals to participate in providing primary health care and preventive health services according to the provisions of law and connecting with grassroots health in personal health management.

Relevant organizations and individuals must strictly implement the conclusions and recommendations of the inspection, auditing and examination agencies. Promptly and thoroughly handle cases related to Viet A Technology Joint Stock Company according to the Politburo's policy on classifying and handling violating organizations and individuals.

At the discussion session, the majority of National Assembly Deputies expressed their agreement with the contents of the National Assembly's Supervisory Delegation's Report on the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine. At the same time, it was proposed to continue investing in human resources, material resources and financial resources to develop the grassroots health system; pay attention to solutions to increase income, ensure salaries, allowances, satisfactory treatment and personal development for health workers in general, and grassroots health workers in particular, commensurate with the specific nature of the work and task requirements in the new situation...
