Hai Ha District: Maintaining stable growth momentum

Implementing the 2024 socio-economic development plan, Hai Ha district has synchronously deployed key solutions, including continuing to effectively implement 3 strategic breakthroughs, creating momentum for sustainable development. Up to now, the local socio-economic situation has continued to maintain a stable growth momentum.

The project to solidify the dam and irrigation canals behind the dam in village 3, Quang Son commune (Hai Ha district) with a total investment of more than 37.5 billion VND is under construction.

With drastic direction and management, the socio-economic situation of Hai Ha district continues to achieve outstanding results. According to the report of Hai Ha district People's Committee, by the end of October, the local economy continued to grow, the production value of economic sectors reached 32,809.8 billion VND, up 6.1% over the same period in 2023. Tourism activities continued to be vibrant, the district organized many activities to attract tourists to the locality, successfully organized the 2024 Flower Street Tea Festival, the total number of tourists reached over 152,000, revenue was over 197.7 billion VND, up 77.73% over the same period.

The work of site clearance was focused on, with positive changes, basically completing site clearance at key projects and projects in the Rural Transport Project. Labor training and job creation achieved high results, the district completed the year's target of labor rate (86%) and the rate of trained workers with degrees and certificates (51%). By the end of October, jobs were created for a total of 1,884 workers, exceeding the annual plan by 34.6%. Health care and people's health care were given attention, the rate of people participating in voluntary health insurance has so far reached 64,561/66,410 people, exceeding the annual plan by 0.4%, up 0.83% over the same period. For the industrial - handicraft sector, the production value in 10 months reached 21,935.5 billion VND, up 2.3% over the same period.

Currently, the district is focusing on directing the acceleration of the completion of works to put them into use, especially urgent works to overcome the consequences of storm No. 3; continuing to accelerate the construction progress of 5 projects transferred from 2023 that have not been completed, new projects starting in 2024 and 7/8 projects under the Rural Transport Project. As of October 31, the district has disbursed more than 231.48 billion VND of public investment capital, reaching 49% of the annual plan, reaching 40% of the adjusted plan.

The High-tech Pig Farm Project in Village 4, Quang Son Commune (Hai Ha District), invested by Greentech Livestock Joint Stock Company, had released 544 sows by the end of October 2024.

In addition to the achieved results, in the first 10 months of the year, the socio-economic situation of Hai Ha also had some shortcomings and limitations, especially the implementation of dossier preparation to support overcoming the consequences of storm No. 3. The disbursement of public investment capital has not ensured progress. The progress of completing dossiers requesting the district to meet advanced NTM standards is still slow. Currently, only 12/19 departments and branches have completed the appraisal; 5 departments and branches are requesting the completion of dossiers and have difficulty meeting the criteria on education ; 2 departments have not yet given their appraisal opinions. Although the work of ensuring security and order and traffic safety has been strengthened, it still has many potential risks and complications.

To complete all the socio-economic development targets set for 2024, from now until the end of the year, Hai Ha district will continue to promote tasks and solutions, focusing on ensuring budget collection progress according to the scenario. Actively implement public investment projects in 2024; speed up the construction progress of newly started projects and transitional projects, striving to disburse 100% of the capital plan by December 31.

Along with that, closely follow Plan No. 14/KH-UBND dated January 16, 2024 of the District People's Committee on the economic growth scenario in 2024 to direct the implementation of specific solutions by sector, including key solutions for the industrial - construction sector. Focus on doing well the state management in the fields of land, natural resources, environment and construction in the area; complete the plan, completely resolve the site clearance work for a number of projects transferred from 2023 and new projects starting in 2024, especially projects in the Rural Transport Project.

The district also focuses on completing the planning submitted to the District People's Council for approval at the November thematic meeting and the planning projects submitted at the regular meeting at the end of the year. Continue to implement measures to improve and enhance the district's PAR INDEX, SIPAS, DDCI, DGI, DTI indexes, enhance the effectiveness of promotion activities, attract and call for investment in Hai Ha Seaport Industrial Park, key and driving projects. For the new rural construction program, focus on supplementing and completing documents and documents proving the criteria for proposing to consider recognizing Hai Ha district as meeting advanced new rural standards in 2023 and Quang Minh, Quang Phong and Duong Hoa communes as meeting model and advanced new rural standards in 2024.
