
Accordingly, the People's Committee of Muong Khuong district has approved a total of 377 households to be supported to build new houses and repair houses, of which 373 households are supported to build new houses and 4 households are supported to repair houses. Each household building a new house will be supported with 40 million VND from the central budget, 4 million VND from the provincial budget and the counterpart fund of the households from mobilized support, contributions, support in the community and family is 36 million VND. Each household repairing houses will be supported with 20 million VND from the central budget, 2 million VND from the provincial budget and counterpart funds from other sources is 18 million VND.
Immediately after approval, households will receive support from communes and towns to renovate and repair their houses. Supported houses implemented under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period must ensure a lifespan of 20 years or more.
Pursuant to the provisions of Article 4 of Circular 01/2022/TT-BXD, the requirements for housing quality after receiving support are as follows:
Article 4: Requirements for housing quality after receiving support
1. After receiving support for new construction or repair, the house must ensure a minimum usable area of 30m2, ensure "3 hard" (hard foundation, hard frame - wall, hard roof) and a house life of 20 years or more.
2. The foundation, frame, walls, and roof of the house must be made from good quality materials, not from temporary, perishable, or flammable materials. Specifically:
a) “Hard foundation” is a house foundation made of materials that increase the hardness of the foundation such as: cement mortar - sand, concrete, reinforced concrete, brick/stone construction, tiles, wood;
b) “Hard frame - wall” includes the system of frames, columns, and walls. Depending on specific conditions, frames and columns are made from materials such as reinforced concrete, iron, steel, and durable wood; walls are made of brick/stone or durable wood;
c) “Hard roof” includes the roof support system and the roofing. Depending on specific conditions, the roof support system can be made from materials such as reinforced concrete, iron, steel, durable wood. The roof is made of reinforced concrete, tiled. In case the roof is made of corrugated iron, cold-rolled iron, heat-insulated iron, corrugated iron and has a sturdy support structure (iron frame, wood...) firmly connected to the brick wall, reinforced concrete columns, then the corrugated iron roof in this case is considered a durable material.
Depending on actual conditions, housing components can be made of materials of equivalent quality available locally that meet technical standards and regulations, ensuring their service life. The People's Committees of provinces (or authorize the Department of Construction) to specify the specific types of local materials (if any), and report to the Ministry of Construction for consideration and decision.
