Initial results in the operation of two-level local government in Quang Tri province - Some issues raised to improve the effectiveness and efficiency of management, contributing to the rapid and sustainable development of Quang Tri province

TCCS - The official operation of the two-level local government model is a major turning point in the process of restructuring the organizational apparatus, administrative reform and modernization of local governance. Up to now, the operations of the new government in Quang Tri province have basically become orderly, smooth and stable. With determination and efforts, the Party Committee, government and people of Quang Tri province strive to improve the effectiveness and efficiency of management, creating breakthroughs to contribute to the rapid and sustainable development of Quang Tri province.

Leadership and direction to perfect the organizational structure

The policy of building a two-level local government apparatus (provincial and communal levels) is an important strategic orientation of the Party and State to streamline the apparatus, improve the effectiveness of administrative management, and aim at the long-term and core goal of meeting the requirements of sustainable socio-economic development in the new period. The two-level local government model not only reduces intermediate levels, but also creates an administrative system that is close to the people, transparent, flexible in leadership, direction and service to the people. Since the Politburo and the Secretariat issued policies and decisions on organizing a two-level local government model, with high political determination and upholding the spirit of solidarity, the entire political system of Quang Tri province (1) has promptly and seriously implemented the tasks, ensuring the set progress.

The Party Committee, the government, the Vietnam Fatherland Front and socio-political organizations of the province thoroughly grasp and grasp the orientation of the Party Central Committee, especially the viewpoints and objectives of Resolution No. 18-NQ/TW, dated October 25, 2017, the 6th Central Conference, term XII, "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently" and the conclusion of the Politburo , the Secretariat and the Government on implementing the organization of two-level local governments ( 2 ) .

After the resolution and conclusion of the Central Committee, the Standing Committee of the Quang Tri Provincial Party Committee led the implementation throughout the provincial Party Committee. At the same time, the Provincial Steering Committee was established to summarize the implementation of Resolution No. 18-NQ/TW, to implement the arrangement of administrative units and build a two-level local government organization model in the province; to organize the dissemination and implementation of the resolution and conclusion of the Politburo and the Central Party Secretariat for key officials of the province and to deploy to grassroots party organizations for all officials and party members. Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations from the province to the grassroots; Agencies, units and localities have actively organized propaganda on the goals, meanings, requirements and contents of Resolution No. 18-NQ/TW , the Conclusion of the Politburo, the Secretariat and the directive documents of the Central and the province related to the organization of the apparatus, streamlining the payroll, and implementing the construction of a two-level local government organization model.

Immediately after announcing the resolution and decision of the Central and local governments on merging provincial and commune-level administrative units, the Standing Committee of the Quang Tri Provincial Party Committee promptly directed the Party committees and Party organizations to thoroughly implement the documents and regulations of the Central Government on reorganizing the apparatus to operate the two-level local government model. The Standing Committee, the Standing Committee, and the Executive Committee of the Quang Tri Provincial Party Committee met to approve the Project on merging and consolidating specialized agencies, advising the Provincial Party Committee, Party public service units, agencies of the Vietnam Fatherland Front Committee, the People's Council and the plan to arrange and perfect the organizational structure of administrative agencies after the merger and consolidation of the two provinces (Quang Binh and Quang Tri). This is the basis for agencies and units to submit to competent authorities to issue decisions and resolutions to establish agencies and units according to regulations.

The People's Council of Quang Tri province also held the first session after the merger to approve the contents related to the organizational arrangement of specialized agencies under the Provincial People's Committee, the committees of the Provincial People's Council and the Office of the National Assembly Delegation and the Provincial People's Council. At the same time, it approved the number of employees receiving salaries from the state budget in public service units.

The Standing Committee of the Provincial Party Committee and the People's Committee of Quang Tri province have assigned leaders to direct Party committees, agencies, units, and localities, regularly monitor the area, directly work with communes, wards, special zones, and provincial agencies and units to grasp the situation, promptly resolve difficulties and problems that arise, and ensure that the two-level local government system operates smoothly without bottlenecks. The top goal is to stabilize the organization, maintain political security, order, social safety, and develop the economy and society, closely linked to serving the people.

Leadership and direction are regularly carried out through in-person and online meetings, combined with field surveys. Regarding the completion of the organization of the two-level local government apparatus, the Standing Committee of the Quang Tri Provincial Party Committee has directed the advisory and support agencies to coordinate with communes, wards, and special zones to organize conferences to resolutely direct the arrangement, organization, and completion of commune-level personnel for Party committee and government positions, especially the positions of Vice Chairman of the People's Council and People's Committee at the commune level, accordingly, Quang Tri province does not lack the positions of Secretary, Deputy Secretary, and Chairman at the commune level.

Initial results of implementing two-level local government

After merging Quang Binh province and Quang Tri province (old) into Quang Tri province (new) according to Resolution No. 202/2025/QH15, dated June 12, 2025, of the National Assembly, "On the arrangement of provincial-level administrative units", from July 1, 2025, Quang Tri province has a natural area of ​​12,700 km², population of 1,870,845 people. Implementing Resolution No. 1680/NQ-UBTVQH15, dated June 16, 2025, of the National Assembly Standing Committee, "On the arrangement of commune-level administrative units in Quang Tri province in 2025", Quang Tri province currently has 78 communes, wards, and special zones, including 8 wards, 69 communes, and 1 special zone (reduced by 186 units, reaching a rate of 70.45%). The two-level political system in Quang Tri province is consolidated, suitable, streamlined in terms of focal points, multi-sectoral and multi-field management. The provincial apparatus has 14 specialized agencies under the Provincial People's Committee in accordance with Decree No. 150/2025/ND-CP, dated June 12, 2025, of the Government, on "Regulations on the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, and special zones under provinces and centrally run cities" (from 27 agencies to 14, a reduction of 13 agencies, reaching 48.14%); Quang Tri Provincial Economic Zone Management Board; Office of the National Assembly Delegation and the Provincial People's Council and the committees of the Provincial People's Council are established according to the Resolution of the Provincial People's Council; 110 internal organizations under specialized agencies (from 203 organizations to 110, down 93 organizations, reaching 45.81%). 9 public service units under the Provincial People's Committee (down 4, reaching 30.76%); 195 public service units under provincial departments and branches (down 21, reaching 9.81%). At the commune level, there are 233 specialized agencies under 78 communes/wards/special zones; 77 public administrative service centers (Con Co special zone has not yet established a public administrative center); of which, 77 units have 3 departments as prescribed and 1 center, Con Co special zone alone has 2 departments and does not have a People's Council at the commune level; the number of public service units at the commune level is 904 units.

After the merger and reorganization of the apparatus, the number of cadres, civil servants and public employees basically ensures quantity and quality. Currently, the number of cadres, civil servants and public employees at the provincial level (Government sector) is 13,707 people (civil servants: 1,548, public employees: 12,159); commune level has 26,043 people (3,554 civil servants and 22,489 public employees) and 1,733 non-professional workers.

Preparations for the implementation of the two-level local government were carried out in a synchronous and thorough manner, with close and timely direction from the Party Committee and the government, and close coordination between agencies, units, and localities in building the two-level local government model. This gave Quang Tri province enough time to review and adjust the organizational structure, assign tasks, and develop a detailed plan before officially operating the two-level local government model. Thanks to that, from the very beginning, the apparatus has been operating basically stably and synchronously, minimizing work interruptions.

With the motto of ensuring seamless and smooth work, under the leadership and direction of the Provincial Party Committee and the People's Committee of Quang Tri province, the departments, branches and commune-level People's Committees after the arrangement have focused all resources to serve people to carry out administrative procedures as quickly and as best as possible. The People's Committee of Quang Tri province issued many documents directing and urging the implementation of the announcement and publicization of the Administrative Center after the decision on decentralization, delegation of authority, and determination of authority of the central ministries and branches; approving electronic procedures/online public services; handling administrative procedures, online public services, implementing the one-stop, one-stop mechanism under the authority of both levels of government (provincial and communal levels). Fully publicizing 2,175 administrative procedures, reaching 100%; 1,144 online public services have been deployed (the ratio of online public services to the total number of eligible administrative procedures is 52.6%) with 246 full-process online public services (accounting for 21.2% of the total number of online public services and 11.31% of the total number of administrative procedures) and 898 partial online public services (accounting for 78.5% of the total number of online public services and 41.2% of the total number of administrative procedures). The ratio of online records reached 55.38% of the total number of 15,213 records in the whole province synchronized on the National Public Service Portal. The ratio of administrative procedures requiring financial obligations provided on the National Public Service Portal is 554 administrative procedures, reaching 100%.

The Public Administration Service Center in communes and wards of Quang Tri province has initially operated effectively. The decentralization of many new administrative procedures to the commune level is not only a breakthrough in administrative reform but also aims to effectively resolve work, creating convenience for people. The process of receiving and processing documents directly and online is running smoothly, without interruption. The proactive spirit in operating the political system in Quang Tri province initially ensures smooth operations with fully arranged working headquarters, ready for management and handling of work. Thanks to that, the results of the assessment of the Index of serving people and businesses in performing administrative procedures and providing public services of the province on the National Public Service Portal in July 2025, Quang Tri province ranked 2nd out of 34 provinces and cities.

After the reorganization of the commune-level administrative units, the commune-level People's Committees were invested in human resources and materials to serve the people in the fastest, most convenient and effective way; creating a clear improvement in the quality of public administrative services, increasing the satisfaction of people and businesses when coming to transact. The process of merging the administrative apparatus in Quang Tri province ensures the inheritance of a capable, youthful and balanced team among localities in the province, while promoting the spirit of solidarity, consensus and cooperation in work.

In order to promptly adjust the organizational structure and staffing, the Department of Home Affairs has proactively advised the People's Committee of Quang Tri province to build and adjust the functions, tasks, powers and organizational structure of agencies and units after the merger; helping to ensure that the apparatus structure is arranged reasonably, in accordance with the two-level local government model and new tasks; at the same time, optimizing the number of civil servants and employees for smooth and effective operation. On the other hand, to ensure the implementation of the regime of food, accommodation, stay, travel, living, and mental and psychological stability for cadres who change their work positions. The Steering Committees at all levels have requested coordination in preparing facilities, reviewing the current status of headquarters and assets for effective use, avoiding waste, and at the same time paying attention to the needs and aspirations of cadres, civil servants and public employees when transferring jobs or merging with new localities.

The process of arranging and merging administrative units in Quang Tri province took place on schedule, in accordance with the direction and guidance of the National Assembly and competent authorities, ensuring smoothness in the transition process. The organization of the transfer and handover of work was carried out strictly, creating conditions for the new apparatus to receive, maintain and promote operational efficiency immediately upon operation. Right from the first day of operating the two-level local government organization model, the apparatus, staff, civil servants, public employees, and workers were ready and promptly approached the new work, and the non-professional staff at the commune level were arranged and deployed quickly and stably.

Difficulties and problems

Despite many efforts and initial results, the process of organizing and operating the two-level local government, reorganizing the apparatus, agencies, units and localities in Quang Tri province still faces some difficulties and problems. Some regulations have not met the requirements of the new situation. The capacity of commune-level cadres and civil servants in general has not met the requirements of the new tasks under the two-level government model. Each civil servant currently has to undertake a large amount of work in many fields, but the professional level is only concentrated in a certain field, lacking experience and specialized knowledge in other assigned fields. The number of cadres and civil servants in commune-level administrative units is not equal between the plains, favorable areas and remote areas, the staff is both lacking and weak. The regulation of 6 positions for commune-level professional departments has not met the volume and scope of work;...

Some key solutions in the coming time

Although there are still some initial difficulties and problems, Quang Tri province has been focusing on overcoming them and gradually removing them to gradually improve the apparatus to operate more smoothly and effectively. In the coming time, in order for the two-level local government model in Quang Tri province to operate effectively, Quang Tri province will focus on the following key tasks and solutions:

Firstly , perfecting institutions and laws, reviewing and amending regulations to clearly define functions, tasks and powers between the provincial and commune levels, ward levels to avoid overlaps and duplication; ensuring the rights and responsibilities of each level of government, creating a solid legal foundation for state management. Timely guiding and supporting commune-level governments to resolve difficulties and problems arising in the initial stages of the two-level government model coming into operation, gradually improving and improving the effectiveness and efficiency of operations.

Monday , Improve the capacity of cadres and civil servants; train and foster management skills, professional expertise and digital technology application; promote the spirit of innovation, responsibility to serve the people, improve the effectiveness of state management. The cadres, especially commune-level cadres, need to be thoroughly trained, not only in administrative and legal skills, but also in decision-making, management skills, digital technology and interaction with the people. In addition, pay attention to the regime and policies for cadres, civil servants and public employees, and promote qualified and capable people to increase the motivation of cadres and civil servants in performing their tasks.

Third , promote the application of information technology and digital transformation in state management, especially at the commune level. When the management area expands and the workload increases, only digitalization can help local authorities work effectively, transparently and interact quickly with the people. At the same time, build e-government at all levels to be transparent and public about procedures, shorten work processing time, improve the quality of public services, and facilitate people and businesses to access administrative procedures. Aim for all leaders, officials and civil servants to process work documents online and use digital signatures to handle work to increase productivity and improve work efficiency, meeting the needs of the people.

Fourth , focus on decentralization and reasonable delegation of power. Increase the power of communes in managing social and economic fields, such as handling administrative procedures, supporting agricultural production development, vocational training, job creation, promoting rapid and sustainable poverty reduction. At the same time, build socio-economic development policies associated with environmental protection, creating quality jobs and maintaining stable material and spiritual life of the people. To strengthen the closeness to the people, the two-level government apparatus must put the people at the center, listen to and promptly resolve aspirations, enhance trust and support from society. At the same time, it is necessary to strengthen management and closely monitor the use of the budget and public assets after the merger, effectively use headquarters, avoid loss and waste; ensure resources are used for the right purpose and effectively. Along with that, ensure synchronization of planning and conditions for implementation.

Fifth , focus on removing difficulties, obstacles, and bottlenecks in implementing administrative procedures and online public services, implementing the one-stop mechanism, and connecting the two levels of government with the authority to resolve. Speed ​​up the review and restructuring of the entire electronic process for handling administrative procedures to build 100% of online public services, especially full-process online public services as required by the Ministry of specialized sectors and public services targeting enterprises according to the set targets. In particular, focus on completing the online public service process of administrative procedures under 28 decrees on decentralization and delegation of authority between the Government, central agencies and two-level local authorities, and administrative procedures that have not yet developed electronic processes. Continue to organize the implementation of administrative procedure reform at agencies, units, localities and the task of state management on controlling administrative procedures to ensure they are on time and meet requirements. Closely linking administrative procedure reform with digital transformation, implementing Project 06 (3) , modernizing direction, administration, and serving people and businesses.

The organization and operation of the two-level local government model is a breakthrough reform, an important historical milestone, opening a new chapter in the development of the country in general and of Quang Tri province in particular. In the coming time, there will still be difficulties and challenges in the operation and functioning of the two-level government apparatus. However, with determination and efforts to overcome and improve, we believe that the new government system will create a breakthrough in improving the effectiveness and efficiency of management, contributing to the rapid and sustainable development of Quang Tri province./.
