Now, entering Tan Quang village (Song Phan) it is not difficult to see vast, dark green dragon fruit gardens. The drying yards with large agricultural output are proof of a process in which poverty is always an obsession for simple farmers. At the end of 2022, Ham Tan district still had 415 poor households, including households in this village, accounting for 2.04% of the total number of households in the district, 0.54% lower than the average level of the province.
The truth about the poverty rate shows that it is the general result of the entire political system that in recent years Ham Tan district has carried out well the tasks and plans for socio-economic development in the locality, specifically focusing on poor villages like Tan Quang. For Tan Quang, the most necessary thing is the credit program for poor households, near-poor households and other social policy subjects according to the Government's decrees.
It is the changes of Tan Quang that have contributed to a very different Song Phan, with lush fruit gardens covering the entire mountain slopes, fields, etc. A Song Phan that has left behind the aridity to nurture green gardens on the hills. The vitality of the revival is easily seen in the Song Phan area in general, and in the dragon fruit garden of Ms. Nguyen Thi Ngoc Phuong (Song Phan commune) in particular. Ms. Phuong's household is one of many households that have escaped poverty and become well-off thanks to policy capital. "We are where we are today thanks to this capital source that has given us the conditions to develop our economy , and now we are much better off than before" - Ms. Phuong said. Ms. Phuong's household is an ethnic minority household, and the district's Social Policy Bank has created conditions for her to borrow capital to invest in a dragon fruit garden. From the 50 million VND she borrowed, she has money to buy fertilizer and medicine, as well as invest in an irrigation system for the 500-pillar dragon fruit garden that was previously planted. The dragon fruit harvests have helped her earn money to cover her living expenses, repair her house, and send her children to school. The story of the capital that Ms. Phuong’s family invested began more than 3 years ago.
Ms. Nguyen Thi Ngoc Khuyen - Loan Group of Song Phan Commune - Ham Tan District, shared: In Tan Quang in particular and Song Phan Commune in general, there are many households borrowing and developing the economy from capital sources supported by the Policy Bank. The good news is that the households borrowing are all diligent and dedicated to doing business with the desire to escape poverty, so they have what they have today.
Tan Quang before and Tan Quang now are different. More prosperous, from roads, schools and stations, there is a strong revival. In Tan Quang, there are many ethnic minority households who are owners of valuable orchards, which were initially built and made from preferential credit loans for poor households, near-poor households and other social policy beneficiaries. They have known how to effectively utilize capital in farming, raising livestock, improving their family's economic life, as a lever to rise up and overcome difficulties.
An officer of the Transaction Office of the Social Policy Bank of Ham Tan District said: Since the beginning of the year, the unit has created conditions for more than 1,340 poor households, near-poor households and other social policy beneficiaries in the district to access preferential credit loans with low interest rates according to the Government 's decrees with a total disbursement of nearly 47.4 billion VND. In which, the focus is on lending for clean water and rural environmental sanitation programs, loans for job creation, poor households and newly escaped poverty households. Credit capital is disbursed promptly to beneficiaries; loan documents and procedures are strictly checked to avoid cases of taking advantage of State policies. After disbursement, the Social Policy Bank and the entrusted units regularly check the actual borrowing households, ensuring the use of capital for the right purpose.
