Overview of the meeting.
The National Assembly Chairman requested a brief presentation of the additional assessment of the situation in 2022. In particular, the additional focus is on clarifying that there is one more unmet target, reflecting the quality of growth and the budget exceeding the estimate. In 2022, the estimate was built too low, invisibly narrowing the fiscal space.
The National Assembly Chairman stated that the issue of inaccurate budget estimates has not been resolved for many years, and that the State Audit is partly responsible for it and the National Assembly's inspection agencies are also responsible for it; at the same time, he expressed concern about the budget decision-making process.
In addition, the National Assembly Chairman also suggested adding that the bright spot of the fourth quarter of 2022 is the effort to maintain macroeconomic stability in the face of domestic and foreign shocks, maintaining exchange rate and inflation stability. This result is thanks to the leadership and direction of the Central Committee and the Politburo, in which the Government is the implementing agency. In particular, the Ministry of Finance, the State Bank, the Ministry of Planning and Investment, agencies responsible for macroeconomics and the Central Economic Committee have contributed many efforts and endeavors. The National Assembly Chairman suggested closely following the Politburo's conclusion on macroeconomics to further evaluate 2022, both the efforts that have been achieved and the issues that must be continued to be addressed in the coming time.
National Assembly Chairman Vuong Dinh Hue highly appreciated the efforts of the Government and the inspection agencies in preparing the report to submit to the National Assembly Standing Committee.
For 2023, the National Assembly Chairman also requested to thoroughly grasp and closely follow the resolutions of the National Assembly and the conclusions of the Central Committee to complete the report. Accordingly, in the first 4 months of the year, macroeconomic stability was basically maintained, agriculture still grew quite steadily, and total retail sales increased by 12.8% over the same period last year.
However, some other indicators have decreased rapidly, which is something that needs to be focused on and discussed, such as the industrial production index, growth drivers, number of workers in the industrial sector, and number of enterprises withdrawing from the market. Regarding investment, despite efforts, it is only equal to 19% of the assigned estimate. FDI attraction decreased by 17.9% compared to the same period last year in 4 months, realized investment capital also decreased by 1.2% compared to the same period last year. State budget revenue decreased by 5% compared to the same period last year. Exports decreased by 11.8%, imports decreased by 15.4%. The trade balance was in surplus, but the domestic economic sector had a trade deficit of more than 8 billion USD, the trade surplus was mainly foreign investment. Core inflation was higher than the average price index. Markets are still stuck, businesses and people are still facing many difficulties.

Therefore, it is necessary to clearly analyze the objective and subjective causes, from which solutions can be found. In particular, it is necessary to closely follow the solutions already in the National Assembly's resolutions and the Central Committee's conclusions, closely following the current causes such as focusing on administrative reform, improving the investment and business environment, tightening discipline, civil servant and public service discipline, responsibility of leaders, overcoming the situation where some people avoid responsibility and are afraid of making mistakes. Along with that, it is also necessary to speed up planning, land use plans, and specialized planning types such as Power Plan VIII.
