Many outstanding and comprehensive results in the 2020-2025 term
The Political Report said that during the 2020-2025 term, under the leadership of the Party Committee and the consensus of the political system and people, Nghe An province has achieved many important and comprehensive achievements in all fields, creating a solid foundation for the new development period.
Regarding Party building and the political system: The leadership capacity and fighting strength of the Party organization have been enhanced, becoming more effective and efficient; ideological work has been innovated, associated with studying and following Uncle Ho. The apparatus has been streamlined and efficient; discipline and order have been tightened. Inspection, supervision, anti-corruption, and administrative reform have seen clear changes; the great national unity bloc has been consolidated, and people's trust has been enhanced.
Regarding socio-economics: Gross Regional Domestic Product (GRDP) grows by an average of 8.3-8.5% per year, higher than the national average. The economic scale expands; budget revenue meets the target of the 19th Congress. Transport, urban and industrial infrastructure is strongly invested, especially the Southeast Economic Zone - the new driving force of the province.
The economic structure has shifted positively; many key projects and works have been implemented; industry and services have made breakthroughs; agriculture has moved towards high technology and large-scale commodity production.
Attracting investment, especially foreign direct investment (FDI), has achieved remarkable results. For 3 consecutive years from 2022 to 2024, Nghe An has been continuously ranked in the top 10 localities attracting FDI, making Nghe An an attractive destination for investors...
Speaking at the opening of the Congress, Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee, emphasized: Looking back at the past term, inheriting the achievements of previous terms and the great achievements in nearly 40 years of national renovation; the Party Committee, government and people of Nghe An have always promoted the tradition of solidarity, dynamism, creativity, efforts to overcome difficulties and achieved many important and comprehensive results in all fields. The economy continues to maintain a fairly high growth rate, culture and society have achieved many new achievements...
The 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, sets the goal that by 2030, Nghe An will become a well-off province in the country, a national growth pole, a North Central region center for industry, high-tech agriculture, education, health care, science-technology, logistics, and tourism. Vision to 2045, to become a high-income province, comprehensively developed, civilized, and modern.
However, we also frankly admit that in the development process of the province, there are still many limitations and shortcomings with bottlenecks, such as: Growth quality is not really sustainable, infrastructure is still lacking in synchronization; quality of human resources has not met requirements; administrative reform, improvement of investment environment still has barriers... Those limitations have been seriously pointed out by the Provincial Party Executive Committee in the documents submitted to the Congress; requiring this Congress to promote the spirit of self-criticism, seriously review, comprehensively evaluate, draw lessons, propose tasks and breakthrough solutions for Nghe An to develop faster and more sustainably.
The 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, sets the goal that by 2030, Nghe An will become a well-off province in the country, a national growth pole, a North Central region center for industry, high-tech agriculture, education, health care, science-technology, logistics, and tourism. Vision to 2045, to become a high-income province, comprehensively developed, civilized, and modern.
To achieve the above goals, the Congress clearly identified 5 key tasks and 3 development breakthroughs (including: Perfecting synchronous mechanisms and policies, unleashing resources. Building a high-quality team, attracting and utilizing talents. Prioritizing strategic transport infrastructure, digital infrastructure, energy, modern urban areas, and essential social infrastructure).
The Political Report affirms that Nghe An has enough potential, advantages and aspirations to rise strongly and become an important growth pole of the country. With the spirit of democracy, intelligence, innovation and high political determination, entering the new term, Nghe An has the aspiration to break through, promote the revolutionary tradition, the spirit of learning, and the will to rise of the people of Nghe An. With the leadership of the Party, the consensus of the people, the companionship of the business community and the support of the Central Government, Nghe An is determined to realize the goal of becoming a new growth pole of the country by 2030.
Identify key tasks
Speaking at the Congress, comrade Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission, commended and congratulated the important results that the Party Committee, government and people of Nghe An province have achieved in the past term.
It can be affirmed that the 20th Nghe An Provincial Party Congress is an important milestone, of strategic significance, a historical opportunity for Nghe An to "progress, break through, accelerate", become a fairly developed province of the country, fulfilling the wish of beloved Uncle Ho.
Comrade Phan Dinh Trac noted that, in addition to the important results achieved, there are still limitations and weaknesses as stated in the Political Report. He suggested that the Congress should analyze in depth the causes of these limitations and weaknesses, especially subjective causes, in order to propose effective solutions in the coming term.
Regarding viewpoints, goals, breakthroughs, tasks and solutions in the coming term, it is recommended that the Congress carefully study and thoroughly grasp Resolution 39-NQ/TW of the Politburo, the direction of General Secretary To Lam at the working session with Nghe An on May 15, 2025 and the context and actual situation to determine suitability and feasibility.
Comrade Phan Dinh Trac basically agreed, raising three major issues for the Congress to study and discuss:
The first issue is to unify awareness, strongly arouse the desire for development, strongly innovate thinking and action, boldly step out of the old development inertia, and create new momentum for Nghe An. To do so, it is necessary to clearly identify what and where the new driving force and resources for growth are.
The second issue, the most decisive factor to turn the Congress Resolution into reality is people, associated with the organizational apparatus, first of all leaders and managers at all levels.
We must focus on building a truly clean, strong, and exemplary Party and political system in the province in all aspects. This is a key task. In particular, we must build a team of cadres at all levels, especially leaders and managers, first of all, leaders who are truly exemplary, have heart, vision, and aspiration to contribute, dare to face difficulties and challenges, dare to think, dare to do, dare to take responsibility, dare to innovate for the common good; talk goes with action, do goes with talk, know how to turn difficulties into motivation, turn challenges into aspirations to rise up; with new baggage of new thinking, new vision, new knowledge, new determination and drastic action.
Strongly innovate working style and manners, thoroughly overcome the mindset of avoidance, waiting, dependence, "the top is open, the bottom is blocked". Build a collective of Standing Committee, Standing Committee, and Provincial Party Executive Committee that are truly united, united, pioneering, responsible, exemplary, capable and dare to respond, truly the core of leadership.
A new, central task of this term is to focus on leadership and direction so that the two-level political system model at the local level operates smoothly, effectively and efficiently; is truly honest, close to the people, and improves the quality of service to the people; the new apparatus must be better than the old one; all legitimate requests of the people must be handled and resolved from the grassroots level.
