Telegrams sent to the Department of Health of provinces and cities in the Northern and Central regions and affiliated units requesting to closely monitor the development of storms and rains; proactively review plans and solutions for storm and flood prevention and implementation of storm and flood prevention and response work in accordance with natural disaster developments and practical requirements of localities and units.
In particular, the Ministry of Health reminds medical units that in case of storms affecting the mainland, they should organize professional and emergency services 24/7; be ready to receive and provide emergency care to victims caused by rain and floods; not to interrupt emergency care and treatment for people; ensure adequate supply of essential medicines for people, promptly replenish reserves of medicines, chemicals, materials, and backup power supply equipment to be ready for use when situations arise.

The Ministry of Health also requested units and localities to immediately deploy plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate and protect people and property in low-lying areas at risk of flooding, flash floods, landslides.
Arrange and stabilize medical examination and treatment facilities, ensure medical examination and treatment for people after storms and floods; early detection and timely handling of epidemic situations, ensure disease prevention, organize environmental sanitation, ensure clean water and food safety, absolutely prevent disease outbreaks.
Along with being ready to deploy measures to respond to storm No. 11, the Ministry of Health also requested the Departments of Health of the following provinces and cities: Quang Ninh, Lang Son, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Phu Tho, Tuyen Quang, Son La, Lao Cai, Cao Bang, Thai Nguyen, Bac Ninh, Hanoi, Dien Bien, Lai Chau... to focus on overcoming the consequences of storm No. 10.
The Ministry of Health requested the above localities to quickly stabilize medical work and take care of people's health in areas affected by natural disasters. At the same time, focus on repairing and restoring medical facilities damaged by storms and floods, quickly bring medical examination and treatment back to normal for people, and absolutely do not let people lack places to examine and treat when they are sick.

The Ministry of Health also requested localities to step up propaganda to people about personal hygiene, environmental hygiene, and house hygiene immediately after the flood (where the water recedes, clean the environment). For units under the Ministry of Health, be ready to provide professional support, increase staff, receive seriously ill patients transferred from lower levels; prepare mobile forces to prevent epidemics, support epidemiological surveillance, environmental treatment and vaccination when required.
