Survey on building boarding schools in border communes

On July 24, the provincial Department of Education and Training reviewed the current status of schools and proposed investing in building primary and secondary boarding schools for ethnic minorities in border communes.

Accordingly, the Department of Education and Training of the province organized two working groups including leaders and specialists of the department, in coordination with leaders of communes, wards, cultural and social departments, primary and secondary education institutions of border communes and wards to review the current status of schools and propose investment in building boarding schools.

Communes and wards proposing to invest in building boarding schools include: Lao Cai , Y Ty, A Mu Sung, Trinh Tuong, Bat Xat, Pha Long, Muong Khuong, Ban Lau and Si Ma Cai.

In localities, the Working Group of the Department of Education and Training reviewed the scale, network of schools, number of students for the 2024-2025 school year and the expected 2025-2026 school year; the team of managers, teachers, and staff; land, facilities, and equipment of each school in the area; the situation and number of primary and secondary school students currently enjoying policies of the Central and local governments in the area; investment plans for the construction of inter-level primary and secondary boarding schools for ethnic minorities (regarding location, land area for investment in new construction or renovation, repair, and upgrading of existing educational facilities; expected scale of classes, number of students, teachers; expected scale of construction investment, etc.).

As planned, Lao Cai province will build 9 boarding schools in border communes and wards, of which 2 communes proposed to establish boarding schools on the basis of merging 2 primary and secondary schools in the area to become inter-level boarding schools; 7 communes proposed to convert existing high schools in the area into boarding schools.

Investing in building schools in border communes is an important opportunity to fundamentally improve educational conditions for border communes, contributing to improving people's knowledge and human resource quality, creating a source of local ethnic minority cadres, improving people's lives; at the same time, strengthening national defense and security in border areas.

Building boarding schools will contribute to improving the quality of education in border areas.

On July 18, 2025, the Politburo issued Notice No. 81 concluding on the investment policy to build schools in 248 border communes nationwide. The People's Committee of Lao Cai province assigned the Department of Education and Training, departments, branches, sectors and border communes and wards according to their assigned functions and tasks to thoroughly disseminate and fully implement the Politburo's Conclusion.
