On this meaningful occasion, Van Hoa had an interview with Deputy Minister Trinh Thi Thuy, in charge of Emulation and Commendation of the Ministry of Culture, Sports and Tourism, about the industry's achievements in the emulation movement in the period of 2021-2025 and the orientation for the coming time.
Reporter: Mr. Deputy Minister, looking back at the period 2021-2025, the culture, sports and tourism sector has achieved many important results. How does the Deputy Minister evaluate the outstanding achievements in this period?
- Deputy Minister Trinh Thi Thuy : This is truly a challenging but also a proud period for the Culture, Sports and Tourism sector. Our greatest achievement is to affirm our position and strongly promote the core values of the sector in the overall context of the country.
With the spirit of "overcoming the term mindset, creating development", the whole industry has made a breakthrough in building institutions and policies. The number of legal documents issued in this period is the largest ever, contributing to creating a legal foundation and driving force for the industry to continue to develop sustainably. In the period of 2021-2025, the industry has presided over the development and submission to competent authorities for promulgation of 122 legal documents, including 4 laws, 29 decrees, 1 decision of the Prime Minister and 88 circulars.
The Department of Culture, Sports and Tourism has chaired and coordinated with the Central Committees, Ministries and Branches to promptly advise the Politburo to successfully organize the National Cultural Conference to implement the Resolution of the 13th National Party Congress on the cultural field; submitted to the Secretariat for permission to organize a series of activities to celebrate the 80th anniversary of the Outline of Vietnamese Culture; coordinated to successfully organize important celebrations: 70 years of Dien Bien Phu Victory; 50 years of Liberation of the South, National Reunification; 80 years of August Revolution and National Day September 2.

In the period of 2021-2025, the industry has presided over the development and submission to competent authorities for promulgation of 122 legal documents, including 4 laws, 29 decrees, 1 decision of the Prime Minister and 88 circulars.
A special highlight is that the industry has advised the Government to submit to the National Assembly for approval the National Target Program for Cultural Development for the 2025-2035 period with many policies to unlock resources, creating a foundation for sustainable development, and at the same time submitted to the Prime Minister for promulgation two important plans and two strategies: Planning of the cultural and sports facilities network; Planning of the tourism system (period 2021-2030, vision 2045); Cultural development strategy and Sports development strategy to 2030.
Along with the strong shift in thinking from "doing culture" to "state management of culture", approaching the direction of cultural development management, the Ministry's leaders have focused on innovating leadership methods, strengthening decentralization, promoting administrative reform and applying digital transformation in management. Socialized resources are strongly mobilized, the state budget is used for the right purposes, thereby contributing to promoting the fields of culture, family, sports, tourism, press - media, publishing... to develop synchronously, closely linked with socio-economic goals.
Cultural and artistic activities have become more diverse and flexible, with people at the center and the grassroots as the foundation. The whole industry has persistently created a healthy cultural environment, considering this a premise for building Vietnamese people who are "confident, self-reliant, self-reliant, self-reliant, and proud of their nation". The work of preserving and promoting heritage has achieved many results: Many traditional cultural values have been preserved and developed into attractive cultural and tourism products, creating jobs and changing the local economic structure.
The movement “All people unite to build a cultural life” has become practical, many typical cultural values of ethnic minorities have been restored and spread. In particular, the cultural industry has initially affirmed its position with many creative directions, gradually professionalized, improved competitiveness, international integration, and made practical contributions to promoting the image of Vietnam.
In the field of sports, the Politburo issued Conclusion No. 70-KL/TW (2024) on the development of physical training and sports in the new period. The movement "All people exercise following the example of Uncle Ho" has spread strongly. High-performance sports have affirmed their position, making many important strides in regional and international arenas: Continuously ranked in the top 3 of SEA Games, leading SEA Games 31 and 32; at ASIAD 19 (2023) won 3 gold medals, 5 silver medals, 19 bronze medals, ranked 21/45 countries. The women's football team participated in the World Cup for the first time; women's volleyball won the World Cup medal; Women's Futsal won the Southeast Asian Championship; Men's football won the AFF Cup 2024 and U23 Southeast Asia 2025. Paralympic sports also affirmed its position with medal achievements at the Paralympics (2016, 2021, 2024).
Tourism has become a bright spot in the economic and social picture with impressive growth as stated by the Prime Minister. This is demonstrated by the fact that Vietnam tourism has been honored to be voted as the leading destination in the region and the world for 5 consecutive years. The press and publishing are becoming a conduit of knowledge, connecting trust, continuing to be a forum for the people, pioneering in propagating the Party's guidelines and policies, the State's policies and laws, and promoting good models and good practices.
How has the Ministry's patriotic emulation movement been organized and implemented in the past period to create momentum for achievements, Deputy Minister?
- The patriotic emulation movement and reward work for the period 2021-2025 has been widely launched by the Ministry of Culture, Sports and Tourism to the grassroots, creating a clear change in the political ideology, ethics, and lifestyle of cadres, civil servants, public employees, coaches, and athletes. The quality of cultural, sports, and tourism activities across the country has improved; the nation's good cultural values continue to be preserved and promoted, making an important contribution to the country's sustainable development.
The Ministry of Culture, Sports and Tourism has closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's laws and policies; the Resolution of the 13th National Party Congress; the 5-year socio-economic development plan 2021-2025; the Conclusion of the late General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference; the direction of General Secretary To Lam and the regular resolutions of the Government. With the spirit of "3 Determination, 4 Proactiveness, 5 Efficiency" and the consistent motto of "Decisive action - Aspiration to contribute", the Ministry has launched many patriotic emulation movements, creating strong momentum for the whole industry.
2021, the first year of implementing the Resolution of the 13th National Congress and the 5-year socio-economic development plan for 2021-2025, is also the time when the Covid-19 pandemic is complicated. Implementing the Government's motto of "Solidarity, discipline, innovation, creativity, and aspiration for development", the Ministry of Culture, Sports and Tourism has launched the movement "Solidarity, creativity, emulation to build and protect the Fatherland", both ensuring the "dual goal" of epidemic prevention and control and encouraging the whole industry to strive to complete targets and tasks.
Following that result, in 2022, the Ministry implemented Resolution No. 01/NQ-CP of the Government on socio-economic management, launched an emulation movement with the motto "Discipline, professionalism, creativity, efficiency", creating a vibrant atmosphere, contributing to building the foundation for implementing the 5-year goals.
In 2023, the Ministry will continue to concretize the Resolution of the 13th National Congress, thematic resolutions on cultural development and the Conclusion of the National Cultural Conference, launching a movement with the theme "Proactive, creative, flexible, decisive, effective", emphasizing innovative thinking, towards sustainable development. In 2024, inheriting the achievements of 2023, the Ministry of Culture, Sports and Tourism will organize the emulation movement "Promoting the driving role of culture, sports and tourism for the sustainable development of the country". Under the drastic, scientific and flexible direction of the Ministry's leaders and the participation of the whole industry, the work of culture, sports and tourism has achieved many important results.
In 2025, the final year of the 5-year Plan 2021-2025, the Ministry of Culture, Sports and Tourism continues to closely follow the Resolution of the 13th National Congress, launching the movement "Resolutely pursuing goals, unleashing resources, and developing sustainably". With the spirit of "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", the Culture, Sports and Tourism sector strives to comprehensively complete economic and social goals. Emulation movements associated with important events of the country such as the 78th and 80th anniversaries of the Cultural Sector, the 70th anniversary of the Dien Bien Phu Victory, the 80th anniversary of the Vietnam People's Army, the 35th anniversary of the National Defense Day, or the special emulation campaign to celebrate the Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025 and the 80th anniversary of National Day September 2 all create a widespread influence.
With the drastic, creative and synchronous direction of the Ministry's leaders, the emulation movements of the Ministry of Culture, Sports and Tourism have created strong changes in the awareness and actions of cadres, civil servants, public employees and workers, thereby making an important contribution to economic and social development, preserving and promoting national cultural values, and building a modern and sustainable administration.
The 4th Patriotic Emulation Congress in 2025 of the Ministry of Culture, Sports and Tourism is an important political event, a great festival of the whole industry. The Congress not only summarizes and evaluates the emulation movements of the past period but also commends and honors typical and advanced collectives and individuals, the factors that make up the outstanding achievements of the industry.
At the same time, the Congress affirmed the spirit of solidarity, determination to innovate and create; aroused the desire to contribute to the cause of building and developing an advanced Vietnamese culture imbued with national identity, associated with sustainable tourism development and high-performance sports.
Towards the Patriotic Emulation Congress and the 2026-2031 period, what orientations will the Department of Culture, Sports and Tourism set for emulation movements, Deputy Minister?

With the drastic, creative and synchronous direction of the Ministry's leaders, the emulation movements of the Ministry of Culture, Sports and Tourism have created strong changes in the awareness and actions of cadres, civil servants, public employees and workers, thereby making an important contribution to economic and social development, preserving and promoting national cultural values, and building a modern and sustainable administration.
In the 10-year socio-economic development strategy 2021-2030 and the 5-year socio-economic development plan 2026-2031, the culture, sports and tourism sector continues to affirm its position, contributing to increasing the nation's "soft power" and promoting cultural resources.
The sector continues to innovate with the goal and method of comprehensive management, originating from the people, serving the people, taking the people as the center with the core of ensuring human rights, rights and obligations of citizens related to the sector; considering people as the center of the development strategy.
At the same time, it arouses national pride, the desire for creativity and dedication from culture, for culture, for the sustainable development of the country in the new era. Promote institutional reform; take people as both the goal and the driving force of reform; harmoniously develop institutions associated with the whole; innovation and digital transformation are inevitable trends in the context of digital economy, digital society, digital citizens; science, technology and innovation are strong driving forces to move the country forward in the era of development, prosperity and strength.
The entire Culture, Sports and Tourism sector continues to thoroughly grasp and propagate the Party's guidelines and policies, the State's policies and laws on emulation and rewards; promote emulation movements associated with "studying and following Ho Chi Minh's ideology, morality and lifestyle". The sector also promotes digital transformation, strongly applying information technology to innovate the content, form and methods of organizing emulation movements in the direction of focusing on the grassroots, closely following political tasks, key and urgent; launching diverse forms of emulation, with specific themes, criteria and practical content.
The entire industry actively responded to emulation movements launched by superiors; integrated and implemented emulation contents in performing work tasks; competed to achieve achievements to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels towards the 14th National Party Congress.
On the eve of the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism, what are your expectations for the patriotic emulation movement in the coming period, and what message do you have for cadres, civil servants, public employees and workers in the entire industry?
- The patriotic emulation movement is a strong driving force to encourage all classes of people to promote their talents, intelligence, and initiatives, to successfully carry out the cause of innovation, develop the country, and build the culture and people of Vietnam. From the practice of the movement, there have appeared more and more examples of good people, good deeds, and advanced models in all fields and all over the country, exemplary workers on the cultural, press-publishing, sports, and tourism fronts. Many talented and creative collectives and individuals have made practical contributions to the country.

I believe that, with the tradition of solidarity, creativity and consensus of all cadres, civil servants, public employees and workers, the emulation movement will continue to arouse the spirit of dedication, innovation and creativity, turning the aspiration for developing a prosperous and happy country into reality.
