With a clear strategic vision and a specific roadmap for action, Ho Chi Minh City High-Tech Park (SHTP) is realizing its aspiration to become an international center of science, technology and innovation. Ho Chi Minh City High-Tech Park is one of three national high-tech parks, with the mission of creating and developing key, strategic industries for the country, especially in Ho Chi Minh City.

Up to now, the High-Tech Park has been attracting a large number of domestic and foreign technology enterprises, creating a vibrant innovation ecosystem.

Currently, the High-Tech Park attracts more than ten of the world's leading high-tech corporations such as: Intel, Jabil, Rockwell Automation (USA), Nidec, Nipro, NTT (Japan), Samsung (Korea), Sonion (Denmark), Datalogic (Italy), Sanofi (France), TTI (Germany)...

SHTP is considered the most successful high-tech park among national high-tech parks, providing and nurturing scientific and technological ideas, attracting capital, technology and human resources from within and outside the country.

Professor, Dr. Nguyen Ky Phung, Head of SHTP Management Board, said: Up to now, SHTP has become a destination for large technology corporations in the world. Total investment capital in the city's High-Tech Park has exceeded 12 billion USD. This is a testament to the attractiveness of the investment environment, as well as the strong development potential of this unit in the future.

Experts believe that, in the context of the rapidly taking place Industrial Revolution 4.0, along with Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the development of the High-Tech Park Development Strategy to 2030, with a vision to 2045 (Strategy) is very necessary.

In particular, identifying groups of solutions for this unit includes: Priority areas to attract; building a strong research and innovation ecosystem; enhancing development and attracting talent; promoting technology transfer and knowledge cooperation... are important premises to promote science and technology development.

The strategy sets a target that by 2030, this unit will become an international center of science, technology and innovation; revenue will reach 30 billion USD from high-tech activities; training and attracting 20,000 high-quality personnel, including at least 20% international experts.

In terms of vision to 2045, Ho Chi Minh City Hi-Tech Park becomes a “smart innovation hub” with a global vision, with specialized infrastructure and a friendly environment for innovation, with the central position of regional innovation clusters according to international standards.

The rate of enterprises with scientific-technological and innovative activities accounts for 40% of the total number of enterprises in the High-Tech Park; the rate of application of results after acceptance of scientific-technological tasks reaches more than 70%, with direct application to enterprises reaching 60%.

The number of international scientific publications increases by an average of 10% per year, the number of patent applications and patent protection certificates increases by an average of 16-18% per year, the commercial exploitation rate reaches 8-10%...

Thereby, contributing to promoting industrial growth, enhancing the competitiveness of emerging industries, creating high-income jobs based on R&D (research and development) and commercialization with outstanding technological trajectory.

High-tech revenue reached 100 billion USD, accounting for over 20% of Ho Chi Minh City's GDP. The rate of innovative enterprises accounts for 70% of enterprises in the region implementing R&D activities and advanced technology.

At the same time, develop a team of 50,000 high-quality personnel, with international experts accounting for at least 30%; build 500 global technology startups from Vietnam...

To successfully implement the goals of the Strategy, according to the SHTP Management Board, this unit focuses on effectively implementing legal regulations on R&D, science-technology, and innovation.

Research, develop and propose the issuance of breakthrough mechanisms and policies to develop infrastructure, develop ecosystems and promote international cooperation. Create a suitable sandbox mechanism (pilot institutional framework) for the High-Tech Park to build an R&D ecosystem and transfer technology...

Dr. Truong Minh Huy Vu, member of the City Party Committee, Director of the Ho Chi Minh City Institute for Development Studies, and his colleagues said that the development orientation of SHTP is to take R&D activities as the center to form industrial chains in the future. The R&D process is completed, creating technology, which will be incubated for development. Investment in R&D is an important investment to create technological innovation. R&D activities help SHTP not only be a place for high-tech production but also a place for high-tech research and incubation.

International and domestic experience shows that incentives and incentives are prerequisites for attracting investment and talent for research and development and innovation activities, thereby creating new technologies, products, services, new business models, improving productivity and efficiency of the economy.

Renewing economic management thinking, building and perfecting appropriate mechanisms, especially in the fields of R&D and innovation, requires drastic solutions from creating policy frameworks to actions of state management agencies.
