The Lunar New Year 2025 is approaching. The fact that teachers in many places are receiving Tet bonuses for the first time under Decree 73 of the Government has become a hot topic in recent days. This is considered an important first step in improving the remuneration regime for teachers.
Information about Tet bonuses under Decree 73 makes teachers happy and excited because they have more money to cover Tet, creating motivation to continue to strive in the next school year. According to Decree 73 of the Government, effective from July 1, 2024, the bonus regime is implemented on the basis of outstanding work achievements and the results of assessment and classification of the annual task completion level of each salaried person in the agency or unit.
According to records, up to now, schools nationwide have paid out bonuses according to Decree 73. Many localities have quickly implemented it, with each teacher receiving an average Tet bonus of 4-7 million VND. However, in many places, teachers are at risk of losing their 2025 Tet bonus according to Decree 73 because schools are financially autonomous. The situation of "some have, some don't" has created sadness for contract teachers, especially when they still participate in teaching work, shouldering responsibilities for students no different from permanent teachers.
Right in Hanoi, in previous years, teachers in public schools did not receive Tet bonuses or 13th month salaries like many other professions. When Decree 73 was issued, all teachers were happy, expecting this year to be the first Tet bonus they would receive. However, the regulation that schools are completely autonomous and units that have registered to order educational service prices will not be included in the group of subjects entitled to receive additional income has made many teachers very disappointed.
Previously, from November 2023, the Hanoi Department of Education and Training (DET) issued a decision to grant financial autonomy to public schools under the Department for the period 2024 - 2025. The granting of autonomy is not essentially due to the increase in school revenue but due to the change in the form of allocation from budget allocation to ordering. It is estimated that in Hanoi, there are currently 123 high schools under the management of the DET that are granted financial autonomy. In addition, 30 districts and towns each have about 3 - 9 schools from kindergarten to junior high school selected to pilot autonomy. Thus, at least about 200 schools and thousands of teachers in the city are affected. Faced with this reality, the Hanoi Department of Education and Training has sent a document to the leaders of Hanoi, proposing a solution to ensure the rights of teachers so that they do not lose their Tet bonuses.
In some other localities, for example in Dak Lak, many teachers have not yet received information about bonuses according to Decree 73. One of the reasons for this delay - according to the representative of the Dak Lak Department of Home Affairs - is that the locality is slow to implement the Decree, leading to confusion among units in applying it. Even the education sector said that the unit was assigned to develop bonus regulations according to Decree 73, but where the funds are to be used as a source of bonuses, there is no specific guidance or explanation.
The amount is not much, but it is not small for teachers in remote areas, especially for teachers' families with many difficulties. It is known that localities are racing against time, giving strong instructions to pay Tet bonuses for teachers in 2025 on time. Some localities create all conditions to support contract teachers who are not eligible for bonuses under Decree 73...
It can be seen that the implementation of a new regulation and a humane policy for teachers is still somewhat confusing. The problem now is that there needs to be a more reasonable adjustment soon so that contract teachers can also feel the encouragement and fairness. Accordingly, the beneficiaries of the bonus according to Decree 73 should be expanded, so that before the new year, contract teachers can also receive the appropriate treatment for their efforts.
