There is a 70-year-old man who has never had his ID photo taken and is very emotional, they say that in the future, if anything happens, this will be their memorial photo."

Even in Hanoi and Ho Chi Minh City, there are hundreds of thousands of people who come here to live, from shoe shiners, street vendors, and hired workers. "They also grow up, have beautiful love, have families, and have children. But the children are born with the same fate as their parents, without a household registration, without papers, and cannot go to school because they do not have a birth certificate. When they grow up, they continue to shine shoes, and fall into a very difficult life," said Mr. To Lam.

According to him, several hundred thousand people like that in Hanoi and Ho Chi Minh City have been discovered through the Covid-19 pandemic, because they do not have a fixed place to live, even when it comes to relief, they say they do not have a kitchen, work day by day, eat day by day, life is very difficult. This number is not small, isolated, every region has similar circumstances. Managing population data and issuing ID cards will help a large number of these vulnerable people.

Third is social management, with current electronic transactions, many people say they do not think that people and businesses are facilitated like that. Previously, one-stop shop was already very convenient, but now there is no door, because the management is at the root, people have legal status and clear identity. According to Minister To Lam, some people are deprived of some civil rights but still have identity cards, still have the right to own property, register as homeowners, landowners, car owners, etc. For example, people in prison who have been re-educated for a period of time still have the right to reside, and their identity cards are still there. Or people under 14 years old, if eligible, can still be issued one. Babies are given passports from birth, go abroad with their parents, and now have electronic identification institutionalized from their birth certificates.

"Previously, the birth certificate was the only document to prove boarding the plane. Many funny and sad stories arose, such as borrowing birth certificates or declaring that birth certificates were lost to board the plane... Recently, working with the education sector has been extremely convenient for children to take the exam. We can provide the education sector with information on how many children are going to school in this commune this year, the number of boys and girls..., and take the initiative in data," said Minister To Lam.

People of Vietnamese origin residing in Vietnam are granted identity cards.

For people of Vietnamese origin residing in Vietnam, they are recognized by society and have the right to conduct transactions, so they must have documents. They do not have nationality, passports, identification cards or identity cards. We issue identity cards to them. Foreigners who are naturalized and live long-term in Vietnam are also issued ID cards.

The cost of issuing a driver's license is 135,000 VND, the cost of issuing a diploma certificate is 5,000 - 10,000 VND..., people have to spend a lot of money but now they don't have to spend anymore," Mr. Lam said and affirmed that it will save society, the Government, and the State a lot of money, reduce management, and reduce staff.

In particular, according to him, CCCD is not only used domestically but can also be used abroad. For example, in Europe, between countries there is no need for a passport; with ASEAN, there is currently no need for a visa but is striving to not need a passport but only need CCCD to travel between countries. Vietnam is one of the few countries using QR Code and chip, which contains a lot of information and meets development needs.

"In the near future, it is proposed that the CCCD law will remove fingerprints and formatting. If it is incorporated into management technology, no one will be the same as anyone else, so there is no need to worry about whether changing one's appearance will have any impact," Minister To Lam said.

In particular, the leader of the Ministry of Public Security also said, "some reactionary forces claim that issuing CCCDs causes citizens to be monitored." However, he affirmed that there is no monitoring, there is no signal in the card. These arguments are just distortions, causing confusion among the people.

Minister To Lam also said that no one has the right to keep the citizen's CCCD card. For example, when going to a hotel, they ask to keep the ID card or passport, but no one can keep it because it is the legal entity of the people.
