On the morning of September 24, at the Ho Chi Minh National Academy of Politics (Hanoi), the 1st Congress of Party Committees of Central Party Agencies, term 2025-2030, solemnly opened, with the participation of 293 official delegates representing more than 8,700 party members of 14 Party Committees under the Party Committees of Central Party Agencies.

Delivering the opening speech of the Congress, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies, emphasized that the first Congress of Delegates, term 2025-2030, is an event of special political significance for Party committees at all levels, Party organizations, cadres, Party members, civil servants, public employees, and workers of the Party Committee.

On behalf of the Congress Presidium, Comrade Tran Cam Tu respectfully thanked and warmly welcomed General Secretary To Lam for his special attention in attending and directing the Congress; warmly welcomed and respectfully thanked the leaders, former leaders of the Party and State, delegates and distinguished guests attending the Congress.

Comrade Tran Cam Tu emphasized that in this solemn moment, with infinite love and gratitude, we respectfully commemorate the great President Ho Chi Minh, the genius leader, national liberation hero, world cultural celebrity, founder, leader and trainer of the Communist Party of Vietnam. His great ideology will forever be the compass and torch illuminating the revolutionary cause of our Party and nation. We would like to express our gratitude to the revolutionary predecessors, heroic martyrs, wounded and sick soldiers, and people with meritorious services to the revolution who contributed their sweat and blood to the cause of fighting for national liberation, building and defending the socialist Vietnamese Fatherland. We would like to express our deep gratitude for the close leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and General Secretary To Lam, and the close and effective coordination of central committees, ministries, branches, provincial and municipal Party Committees directly under the Central Party Committee so that the Party Committees and Central Party agencies have successfully completed their tasks in the recent past.

Implementing Directive No. 45-CT/TW of the Politburo, regulations and instructions of the Central Committee, the Standing Committees of Party Committees of Central Party agencies and Party committees at all levels have led, directed and successfully organized the implementation of Party Congresses at all levels in accordance with the Central Committee's plan. The Congresses of Party Committees of Central Party agencies for the 2025-2030 term have the following tasks: comprehensively and deeply assessing the results of the implementation of the Resolution of the Congress for the 2020-2025 term, setting out directions and tasks for the 2025-2030 term; reviewing the leadership of the Executive Committee for the 2020-2025 term; discussing and giving opinions on the draft documents of the 14th National Congress of the Party and implementing the Politburo's decision on personnel work.

With the motto of the Congress being "Solidarity-Democracy-Discipline-Exemplary-Breakthrough-Development", Comrade Tran Cam Tu respectfully requested the delegates attending the Congress to uphold their responsibility, promote democracy, promote their intelligence and contribute many valid opinions to the draft documents of the Party Committee and the draft political report to be submitted to the 14th National Congress of the Party; at the same time, he expressed his deep confidence that, with the role of strategic advisor to the Party Central Committee, the Politburo, the Secretariat, the Party Committee will lead cadres, party members, civil servants, public employees and workers to promote the spirit of solidarity, loyalty, dedication, creativity and excellently complete the assigned tasks, join hands with the whole country to realize the aspiration to build a developed, prosperous, civilized and happy country.

Important contributions to strategic consulting work

After listening to the presentation of the draft Political Report, the draft Report reviewing the leadership and direction of the Party Executive Committee of the Central Party agencies and a number of comments at the Congress, on behalf of the Party and State leaders, giving a speech directing the Congress, General Secretary To Lam emphasized that this is a political event of special significance, marking a new step of development of the Party Committee of the Central Party agencies - a Party organization with a very important position in the political system.

This is also one of 27 Party Committees directly under the Central Committee to hold its first Congress - a Congress of great significance, determining goals, directions, tasks, and laying the foundation for work in the 2025-2030 period.

The General Secretary said that the Politburo and the Secretariat acknowledged and highly appreciated the Party Committees of the Central Party agencies for directing the preparation work for the Congress very actively and urgently, ensuring quality and progress in accordance with Directive 45 of the Politburo.

In the newly established context, the subordinate Party Committees have just merged, consolidated, and streamlined their organizational apparatus on a large scale; at the same time, within the Party Committee there are very specific and special institutions of the political system (the Party's strategic advisory body, judiciary, theory, training, newspapers, magazines, and publishing agencies), Party committees at all levels in the entire Party Committee have made efforts to prepare and organize well the Party Congresses at all levels, creating a vibrant emulation movement among cadres and Party members.

Expressing high agreement with the basic contents of the Congress Document, the General Secretary emphasized that since the beginning of the 13th Party Congress term, the situation at home and abroad has had many complicated developments. Our Party has clearly demonstrated its steadfastness, steering the country to overcome difficulties and challenges and continuously achieving new achievements; aiming to complete all targets and tasks set by the 13th Party Congress, creating a foundation to bring the country into an era of strong and prosperous development.

The General Secretary affirmed that each policy, document and resolution issued by the Party has made an important contribution and left a clear mark on the strategic advisory work of the Central Party agencies.

The results of the work in recent times have affirmed the important, core, exemplary, and pioneering role of the Party Committees of the Central Party agencies, making an important contribution to the innovation of the Party's leadership and governance methods; enhancing the Party's prestige, position, and strength, and consolidating the people's trust in our regime.

The General Secretary proposed that the Congress continue to discuss and analyze to clarify the causes, especially the subjective causes of the existing problems and limitations, in order to supplement and perfect solutions to overcome them during this term.

The General Secretary pointed out that we are facing a turning point, a historic opportunity to develop the country rapidly and sustainably, realizing the goal of becoming a developing country with an upper middle income by 2030, and a developed, high-income country by 2045.

To achieve that great aspiration, more than ever our Party must improve its leadership capacity, governing capacity, policy-making capacity, and organizational and implementation capacity.

The Central Party agencies are the "strategic staff", directly serving the Central Committee, the Politburo, and the Secretariat in formulating major Party guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories.

The quality of the activities of the Central Party agencies is decisive to the leadership capacity, governing capacity and fighting strength of the entire Party. Each cadre and Party member must be deeply aware that he or she is shouldering a great responsibility before the Party, the State and the people.

3 requirements and 4 key work directions

The General Secretary suggested that it is necessary to study, thoroughly understand and implement three requirements, ensuring Party spirit, combativeness and pioneering spirit in all aspects of work.

Party organizations and Party members in the Party Committees of the Central Party agencies must be exemplary, steadfast, and pioneering forces in all areas of work, ensuring the Party's leadership in all aspects of social life. The Party Committees must be truly clean, strong, and exemplary - setting an example for Party organizations in the political system to follow.

The Party's departments and agencies must strengthen coordination and close cooperation, establish a mechanism for interconnected and synchronous coordination between agencies, forming a unified block, a "strategic general staff" closely linking: Staff - organization - inspection - internal affairs - policy, strategy - propaganda, mass mobilization - theory, propaganda... All for a common goal, to best serve the leadership and direction of the Party Central Committee.

All advisory work and proposals must originate from reality, from the aspirations and legitimate interests of the people, closely connected with the people, strengthening the trust and flesh-and-blood relationship between the Party, the State and the people, so that the people are truly the roots and solid foundation of the Party, in accordance with Uncle Ho's teachings: "Apart from the interests of the Fatherland and the people, our Party has no other interests."

Regarding the four key work orientations, the General Secretary stated that the Party Committee needs to lead, coordinate leadership, and direct to focus on raising the level and quality of strategic advisory work; must be one step ahead in grasping the situation, forecasting trends, proposing strategic solutions, meeting the increasingly high requirements of the leadership and direction of the Party Central Committee in the new situation; promote theoretical research, summarize practices, and link with policy orientations...

In the immediate future, focus on researching, advising, perfecting and implementing the core issues decided by the 14th Party Congress, ensuring the effective implementation of the country's three major goals: maintaining stability - rapid and sustainable development - improving people's lives.

Party committees at all levels in the Party Committee need to continue to strongly innovate the content of leadership methods and working styles, promote democracy, exemplary responsibility, and practice what they preach; improve organizational capacity, turn Party policies and resolutions into practical actions and concrete results; strengthen digital transformation, promote administrative reform within the Party, ensure modern Party governance, and take work quality and efficiency as the leading measure to evaluate Party organizations and Party members.

The General Secretary requested that Party committees at all levels in the Party Committee must build a truly clean, strong, exemplary Party Committee, taking the lead in Party building work; must pay special attention to preserving and promoting solidarity and unity within the Party Committee, and more broadly, solidarity and unity within the Party to act as the nucleus to maintain solidarity and unity in the entire political system and the whole society; strictly implement the principles of Party organization and activities; promote democracy along with maintaining Party discipline and State discipline; innovate and improve the quality of Party cell activities.

“Focus on maintaining strict discipline and order, enhancing deterrence and preventing violations; shifting the Party's inspection and supervision methods from "passive" to "proactive", ensuring there are no "dark areas" or "gaps" that inspection and supervision work cannot reach.

Party agencies must set an example in preventing and combating corruption, negativity, group interests, bureaucracy, and detachment from the people; and must keep the Party apparatus truly clean, streamlined, effective, and efficient," the General Secretary emphasized.

The General Secretary noted that special attention should be paid to improving the quality of the cadre team. This is the "key of the key" issue in Party building work; it is necessary to focus on advising on innovating the content of the work of evaluating, selecting and using cadres appropriately, thereby advising on building a cadre team - especially cadres at the Party committee level, leaders, managers, strategic staff of the Party and the political system to meet the requirements of the tasks in the new era - the era of prosperous development of the country.

Pay special attention to building the cadre team of the Central Party agencies, commensurate with the responsibilities of each agency and unit. Each cadre and party member in the Party Committee of the Central Party agencies must thoroughly understand and be aware of their roles and responsibilities.

“We must clearly see the honor of working in the Party's strategic advisory bodies, and at the same time see the very heavy responsibility; from there, we must constantly train ourselves to have a strong political stance, maintain pure moral qualities, constantly study and improve our working qualifications and capacity; uphold discipline, order, and be exemplary in words and actions; always have an innovative and creative mindset, not be conservative or stagnant; dare to think, dare to do, dare to take responsibility, put the interests of the Party, the State, and the people above all else,” the General Secretary emphasized.

The Party Committee and its affiliated Party organizations need to research and advise on mechanisms and policies to attract talents and good cadres; mechanisms and policies to encourage and motivate cadres to work with peace of mind, wholeheartedly, and make long-term contributions to the Party and the country.

With the proud achievements that the Party Committees of the Central Party agencies have achieved in the past time, with the spirit of solidarity, intelligence, innovation and aspiration for dedication, the General Secretary believes that the Party Committees of the Central Party agencies will continue to develop strongly, excellently fulfill assigned political tasks, affirm the role of the Party's "strategic staff", and contribute importantly with the entire Party, people and army to bring the country firmly into the new era of national development.
