Speaking at the conference on removing difficulties and obstacles and promoting the development of transport infrastructure in the Mekong Delta region (MD), on the morning of October 16, in Can Tho , Prime Minister Pham Minh Chinh said that the MD has many distinct potentials, outstanding opportunities, and competitive advantages. However, there are bottlenecks and limitations, especially in infrastructure, including traffic infrastructure, which increase logistics costs, input costs, and reduce the competitiveness of goods...

According to the Prime Minister, up to now, the whole region has 120km of expressway put into operation, 428km of expressway under construction, striving to complete by 2025; 215km are being studied and prepared for investment... Thus, by 2025, the whole region must have 550km of expressway, by 2030 there will be 1,200km, the target remains unchanged, without hesitation.

Recently, the expressway projects through the Mekong Delta have made progress in terms of site clearance, resettlement, and contractors for large projects. However, the Prime Minister also noted that we should not be complacent or complacent with what has been done, because there are still limitations and shortcomings that need to be overcome. In particular, some local management agencies have not yet thoroughly studied the instructions of the Government, the Prime Minister, and legal regulations, and have not fully understood them; some localities have not been proactive in propagating and mobilizing people to support...

Citing the successful experience from the 500KV Line 3 Quang Trach - Pho Noi project completed in 6 months instead of 3-4 years, the Prime Minister pointed out the lesson of mobilizing the combined strength of the entire political system. From the Fatherland Front, the People's Mobilization Committee, the Youth Union, the Army, the Police, the Women's Union... all participated together with the investor and contractor.

"Previous major projects such as railways, Thac Ba, Lai Chau, Son La hydropower projects... were mainly done manually, hiring foreign experts. But now we are better off, with more qualifications, more complete and modern equipment, how can we lose to our ancestors?", the Prime Minister cited.

The Prime Minister requested local leaders not to leave contractors alone at the construction site, but to encourage and support them. Promote the strength of national solidarity, the spirit of sharing, working together, enjoying together, winning together, developing together, and having joy and happiness together. Be self-reliant, learn from experience while working, not be perfectionist, not impatient...

To speed up and break through the progress of key traffic projects through the Mekong Delta in the coming time, the Prime Minister outlined three major orientations, including: Smooth traffic, going ahead to pave the way; only discussing work, not backtracking, ensuring progress, ensuring technical and aesthetic standards, safety, ensuring a living environment for the people; no waste; once decided, do it, if done, there must be specific, measurable products, so that people can truly enjoy them.

The Prime Minister requested to promote the emulation movement to complete 3,000km of highway in 500 days and nights, and to find solutions to make up for the slow progress. Localities in the project area should focus on completing 100% of site clearance work by October 2024, so as not to affect the progress; closely coordinate with localities with material sources and resolutely direct to ensure material sources.

"Pay special attention to taking care of the lives of resettled people, checking to see if the conditions of people in their new place of residence are equal to or better than their old place of residence, and that food, accommodation, medical services, education, commerce, markets, etc. must be convenient for the people," the Prime Minister directed.

The Head of Government requested that Ministers, local leaders, investors, contractors, etc. continue to enhance their sense of responsibility, all for the people and the country, out of gratitude to compatriots in the Mekong Delta, work with all their heart and soul, avoid pushing or avoiding.

According to the Ministry of Transport, the Mekong Delta region is implementing 9 important national transport projects, key to the transport sector with a total investment of about 106 trillion VND. Of which, 8/9 projects are under construction. However, most of the above projects are behind schedule compared to the plan. The main reason is that the source of sand for the projects does not meet the requirements (lack of sand for leveling the ground). The delay in the progress of the projects causes a great waste of time and resources of contractors, affecting the construction efficiency, capital disbursement and progress of the projects.
