Experience and lessons learned in investing in Vietnamese culture

Speaking at the workshop, Dr. Architect Pham Tuan Long - Chairman of Hoan Kiem District People's Committee said that the opinions of experts at the workshop were unanimous in their views on key issues.

Accordingly, opinions all agree that it is necessary to build and perfect specific mechanisms and policies to increase public investment, attract and diversify private investment sources for culture.

At the same time, it is necessary to conduct comprehensive research and assessment on the current status of investment and funding for culture as a basis for consulting on the development of investment and funding policies for culture in accordance with the scientific basis and practices of the industry. Selectively accept lessons from experience on investment and funding models for culture in other countries.

According to Mr. Long, it is necessary to soon build a mechanism and policy on public-private partnership in the cultural field. Prioritize investment and funding for projects with potential and strengths in the fields of design, music , and public art, in order to position the brand.

“We hope that the issues raised at the workshop will become part of the process of mobilizing, building and effectively implementing policies on public investment in culture. We will encourage and promote stronger participation, contributions and joint investment in the cultural sector from the private sector, professional socio- political organizations , international organizations and individuals in the coming time,” Dr. Architect Pham Tuan Long emphasized.

According to the Vietnam National Institute of Culture and Arts, in the context of globalization and strong economic development, culture plays an increasingly important role in building national identity and enhancing the country's position in the international arena. Investing and funding for culture not only helps preserve cultural heritage, develop cultural and creative industries, but also creates resources to achieve sustainable development goals and improve people's quality of life.

Many countries in the world have successfully applied investment and funding models in the cultural sector, thereby creating sustainable values ​​for the community.

In Vietnam, the implementation of investment projects and funding for culture faces many difficulties due to the lack of a clear legal framework and support from the government. Coordination between state agencies and businesses in the cultural sector is still lacking, leading to ineffective exploitation of resources.

In addition, the lack of publications and scientific conferences in this field also makes it difficult for researchers, managers and potential investors to find in-depth information. This not only limits access to knowledge but also reduces opportunities for connection and cooperation between stakeholders. Many potential initiatives and projects are not developed or implemented effectively.

At the workshop, musician and music producer Nguyen Quoc Trung emphasized: "Over the past years, the State has invested in culture, although not much, but it is expected that in the future, the investment level will increase even more. However, an easily seen problem is that investment often takes place in a scattered manner, lacking focus and synchronization. In particular, there is a lack of specific goals and objective evaluation of investment efficiency.

Without proper assessment, we will not be able to build appropriate strategies and accurately identify targets and areas that need investment. All these factors lead to a situation where, although the State has been investing, cultural workers and artists still feel deprived and do not have the opportunity to access or use those investment resources."

Throughout the workshop, about 20 presentations and opinions were presented and discussed. Three groups of notable issues were focused on analyzing the current situation and solutions, including: Investment and funding for culture in Vietnam - Multidimensional perspective; Investment and funding for culture - International experience and issues; Investment and funding for culture - Objectives, policy tools and initiatives to position the brand "Hanoi Creative City" to jointly propose development directions and suggestive lessons to help develop Vietnamese culture.
