Dedicated to the goal of “leaving no one behind”
Even before the merger of the three provinces of Vinh Phuc, Hoa Binh and Phu Tho, all three localities established Steering Committees at all levels to unify organization, management and direction of implementation throughout and synchronously from the province to the grassroots level.
After merging and implementing the 2-level local government model, the People's Committee of Phu Tho province issued Decision No. 444/QD-UBND to strengthen the Steering Committee for implementing national target programs for the period 2021 - 2025. The Chairman of the Provincial People's Committee directly serves as the Head of the Committee, clearly demonstrating political determination in poverty reduction and sustainable development.
In 5 years, the province has mobilized more than 70,316 billion VND for 3 programs, of which nearly 12,000 billion VND from the budget and more than 59,000 billion VND from social mobilization, integrating other resources.

Thanks to the participation of the political system, the consensus of businesses and people, the poverty reduction targets of Phu Tho province in the period of 2021 - 2025 have achieved many clear results: 16/85 communes have escaped the category of particularly difficult communes, the remaining 69 communes are in region III; 1,596 households received housing support, 5,236 households changed jobs, 19,899 households have access to clean water.
More than 7,800 poor and near-poor workers received career counseling and orientation; 6,000 workers had stable jobs; the poverty rate in ethnic minority and mountainous areas decreased by an average of 1.3% per year; 100% of poor and near-poor households participated in health insurance; the rate of poor children going to school at the right age reached nearly 97%; the rate of stunted malnourished children decreased to 13.5%.
At the same time, the new rural construction movement has spread widely. By September 2025, the province had 84/133 communes meeting new rural standards (63.2%), of which 3 communes met advanced standards and 525 villages became model villages.
In the 2021 - 2025 period, the province has invested in 765 essential infrastructure works, 36 boarding and semi-boarding schools for ethnic minorities; deployed 336 poverty reduction models in cultivation, livestock, and aquaculture; supported the development of 200 production projects for nearly 5,000 households.
In particular, the province allocated 1,774 billion VND to support tuition and accommodation costs for over 500,000 poor, near-poor, and ethnic minority students; allocated more than 3 billion VND to provide health insurance for 100% of poor, near-poor households, and social protection beneficiaries.
One of the effective "extensions" is the Phu Tho Provincial Social Policy Bank Branch, with a network covering 100% of villages, hamlets, and residential groups. Through 20 preferential loan programs, the bank has contributed to helping more than 40,000 households escape poverty, build 100,000 clean water and environmental sanitation works, and support 80,000 poor students with study loans.
Along with that, the province has created new jobs for 350,000 workers, supported more than 3,000 people to borrow capital to work abroad, and implemented a loan program to buy and repair social housing, helping more than 1,000 poor households have stable housing.
Implementing 7 key projects
According to the plan, Phu Tho strives to reduce the poverty rate from 3.21% at the end of 2024 to 2.75% at the end of 2025; ensure that 100% of poor households, near-poor households, and newly escaped poverty households have the need and are eligible to borrow preferential credit; 100% of people in poor households and near-poor households are supported to participate in health insurance.
In particular, the province focuses on implementing 7 component projects under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, including: Project to support the development of socio-economic infrastructure in poor districts; diversify livelihoods, develop poverty reduction models; support production development, improve nutrition; develop vocational education and sustainable employment; support housing for poor and near-poor households in the old Da Bac district; communication and poverty reduction on information; improve capacity and monitor and evaluate the program.
In addition, the province continues to effectively implement poverty reduction policies such as: preferential credit for poor households; education support; health care support; clean water and sanitation; access to information; and electricity bill support for the poor.
To complete the set goals, Phu Tho province focuses on synchronously implementing policies and guidelines in line with reality; promoting the achieved results; mobilizing the combined strength of the entire political and social system to carry out the tasks. In particular, continuing to guide and direct the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in the province; effectively implementing component projects of the National Target Program on Sustainable Poverty Reduction in 2025; strictly implementing the process of reviewing poor and near-poor households in 2025 to accurately reflect the socio-economic situation of the locality; reviewing and classifying poor and near-poor households to ensure accuracy, fairness, and no omissions.
Entering the 2026 - 2030 period, Phu Tho plans to prioritize production support, livelihood diversification, and overcoming multidimensional poverty standards in 12 mountainous and remote communes with poverty rates above 35% such as Muong Hoa, Tan Mai, Pa Co, Cao Son, Kha Cuu, etc. At the same time, the province will develop specific poverty reduction policies for two groups: poor households that are unable to escape poverty and poor households that are able to escape poverty, linked to the budget capital allocation mechanism, integrating programs and projects to increase efficiency.
The results achieved in the past 5 years have created an important foundation for Phu Tho to continue successfully implementing national target programs in the coming period. The province has set a vision for 2030: basically no more poor households according to multidimensional poverty standards, at least 80% of communes meet new rural standards, of which 35% meet advanced standards.
This is not only an effort to escape poverty, but also aims at sustainable development, ensuring social security, improving people's quality of life and spreading the spirit of "no one is left behind" in the homeland.
