Some outstanding results such as the Provincial People's Committee directed the successful organization of the 2024 Binh Dinh Land and Sea Quintessence Festival, creating a summer tourism highlight, attracting a large number of people and tourists inside and outside the province to come and enjoy. Industrial production activities are stable, the industrial production index (IIP) increased by 11.05% over the same period; the accumulated 7 months increased by 9.8% over the same period. Import-export turnover reached 168.3 million USD, up 6.3% over the same period; the accumulated 7 months reached 1,233.1 million USD, up 11.6% over the same period. Goods through seaports reached 1,260 thousand tons of customs clearance, up 12% over the same period; the accumulated 7 months reached 8,711 thousand tons of customs clearance, up 34.5% over the same period.
In particular, in the first 7 months, the whole province welcomed over 6.6 million tourists, an increase of 97.9% over the same period; tourism revenue increased by 68.7% over the same period. Total state budget revenue by July 31, 2024 reached VND 8,008.4 billion, reaching 53.4% of the year's estimate, an increase of 35.1% over the same period. Of which, domestic revenue (excluding land use fees; dividends, shared profits and remaining profits, lottery) was VND 4,086.2 billion, reaching 51.1% of the year's estimate, an increase of 9.3% over the same period.
Regarding land management, mineral resources and environmental protection in the province, attention continues to be paid to direction. The Provincial People's Committee has directed departments, branches and localities to strengthen the management of mineral resources (soil, stone, sand, etc.), inspect and promptly handle cases of illegal or improper exploitation of soil, stone, sand, etc., causing waste of resources, budget loss and environmental pollution. The Provincial People's Committee continues to resolutely and synchronously direct plans to handle environmental issues in the province, especially in the collection, transportation and treatment of garbage, waste and wastewater in both production and daily life.
The Standing Vice Chairman of the Provincial People's Committee also acknowledged that, in addition to the achieved results, the socio -economic situation in July and the first 7 months of 2024 still has some shortcomings and limitations, mainly that the province's export activities have not been high (reaching 59.6% of the annual plan); the state budget collection situation has encountered many difficulties, especially land use fee collection; land clearance and land encroachment handling work has not been implemented resolutely; the collection of solid waste in rural areas has not met the planned schedule; the work of preventing and combating IUU fishing, although there have been many efforts, has not met expectations; attracting investment in new projects, especially large projects, has encountered difficulties;...
Mr. Nguyen Tuan Thanh said that in the coming time, all levels, sectors and localities in the province will focus on implementing the 2024 plan tasks, especially the main targets, solutions and tasks to implement the socio-economic development plan and the state budget in 2024. Closely monitor the practical situation, promptly handle arising issues; continue to innovate management and operation methods with specific and practical actions every month and quarter.
Regarding the Department of Natural Resources and Environment, Mr. Nguyen Tuan Thanh requested the Department to resolutely and synchronously implement environmental treatment plans in the province, especially the collection, transportation and treatment of domestic solid waste in both rural and urban areas; resolutely deploy solutions to ensure the collection rate of domestic solid waste according to the set plan. Coordinate with relevant departments, branches and localities to promote the management of mineral resources; strengthen the management of mineral exploitation; coordinate and urge enterprises, organizations and individuals licensed to exploit minerals to strictly comply with the obligations to declare, pay taxes, fees, and mineral exploitation rights fees in a timely and complete manner to the budget; promptly inspect and handle cases of exploitation exceeding capacity or not on time as prescribed; prevent illegal trading of mineral resources, especially soil, sand, stone, etc.
Focus on implementing the guidelines for implementing the 2024 Land Law and documents guiding its implementation. Regularly and closely monitor the 2024 Land Use Rights Auction and Land Lease Plan for land funds managed by the province; promptly carry out land procedures for investment projects, speed up land allocation and lease, and determine specific land prices according to authority to have a basis for organizing project land plots for auction and calculating land use fees and land leases that investors must pay to the State budget. Promote administrative reform in the fields of monitoring and management. Continue to review and propose solutions to simplify administrative procedures in the land sector.
