Timely supply of national reserve goods to support localities affected by natural disasters

Recently, two consecutive storms No. 10 and No. 11 made landfall in our country. The circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa province. At the same time, floods on river systems in some provinces exceeded the historical peak in 2024; causing serious damage to people and property.

Faced with that situation, the Ministry of Finance has directed the State Reserve Department to urgently take action, proactively coordinate with the People's Committees of provinces, cities and local authorities to deploy the issuance of national reserve goods to serve the work of preventing and supporting people to overcome the consequences of natural disasters.

The State Reserve Department has promptly reported, advised and organized the issuance of materials, equipment and food in accordance with regulations, ensuring timely and correct delivery to the right subjects, contributing to overcoming the consequences of natural disasters and stabilizing people's lives. Thereby, the core role of the national reserve force in the work of preventing, combating and responding to natural disasters has been further affirmed.

Support Lang Son, Bac Ninh , Cao Bang during storm number 10

On October 7, 2025, the National Civil Defense Steering Committee issued a document requesting the urgent issuance of vehicles and materials to overcome the consequences of natural disasters in Lang Son province. On that basis, and at the same time implementing the direction of the Ministry of Finance on providing additional support to other localities affected by floods, the State Reserve Department issued decisions assigning the State Reserve Sub-Departments of Regions I, III and VI to organize the issuance of national reserve goods to support Lang Son, Bac Ninh and Cao Bang provinces.

In Lang Son province, the State Reserve Sub-Department of Regions III and VI urgently completed the delivery of 2 DT1 (ST450) high-speed boats, 2 DT2 (ST660) high-speed boats, 5,000 life buoys, 5,000 life jackets, 300 light life rafts and 6 sets of rescue rope launching equipment; delivered 2,000 tons of rice; all goods were delivered on the same day, helping the authorities promptly deploy rescue work.

Immediately after receiving the request of the People's Committee of Cao Bang province, the State Reserve Department urgently reported to the Ministry of Finance to issue Decision No. 3433/QD-BTC and Decision No. 3438/QD-BTC dated October 9, 2025, handing over the national reserve goods to the province. On that basis, the State Reserve Department directed the State Reserve Sub-Departments of Regions I, IV and VI to issue: 20 sets of lightweight life-saving tents (24.5m²), 400 life jackets, 300 round buoys, 50 lightweight life-saving rafts, 4 generators (2 sets of 30 KVA and 2 sets of 50 KVA), 3 sets of drilling and cutting equipment, 6 forest fire fighting pumps, 6 sets of rescue rope launching equipment and 600 tons of national reserve rice to be stored in 2025 (phase 1).

In Bac Ninh province, the storm also caused serious impacts on a large area. To promptly support the locality, 60 tons of rice, 40 lightweight life-saving tents of 24.5m², 5,000 life jackets, 3,000 life buoys, 300 lightweight life rafts, 2 generators (30 KVA and 50 KVA) and 3 sets of high-speed boats of various types (2 sets of DT2 type and 1 set of DT3 type) were provided.

Providing rescue materials and equipment to Quang Tri and Hue

Following the timely support, when storm No. 10 made landfall, causing deep flooding, landslides and traffic disruption in many areas of Quang Tri and Thua Thien Hue provinces, the State Reserve Department urgently deployed the issuance of rescue supplies and equipment from the national reserve under the direction of the Ministry of Finance, helping localities respond to and overcome the consequences of natural disasters.

Specifically, for Quang Tri province, the following were provided: 5,000 life buoys, 2,500 life jackets, 200 light life rafts, 10 sets of forest fire pumps, 6 generators (2 sets of 30 KVA, 2 sets of 50 KVA and 2 sets of 150 KVA), 6 sets of rescue rope launching equipment.

For Hue city, the supply includes: 2 DT3 speedboats, 2,000 life buoys, 2,000 life jackets, 400 light life rafts, 6 generators (5 sets of 50 KVA and 1 set of 150 KVA) and 4 sets of rescue rope launching equipment. These resources not only serve emergency rescue work but also support the locality in restoring infrastructure, ensuring safety for people in low-lying areas that are easily isolated when floods continue.

Providing national reserves to overcome the consequences of storm No. 3

Previously, immediately after storm No. 3 caused damage in many localities, especially in the Central and Northern mountainous regions, the Ministry of Finance promptly issued decisions to issue national reserve goods, assigning the State Reserve Department to organize and implement to support people in overcoming the consequences of natural disasters, stabilizing their lives and gradually restoring production.

In Nghe An province - one of the most severely damaged localities, support work was deployed in three consecutive phases.

Based on the decisions of the Ministry of Finance, the State Reserve Department has urgently directed the State Reserve Sub-Departments of Regions III and VIII to organize the delivery and receipt of goods. The continuous support in a short period of time has contributed to helping Nghe An province quickly overcome the damage, share difficulties with the people and soon stabilize life after the storm.

Dien Bien province was supported with: 100 tons of rice, 300 life buoys, 300 life jackets, 50 light life rafts and 2 30 KV generators; Son La province was supported with: 890,325 tons of rice, 740 life buoys, 1,295 life jackets, 153 light life rafts and 5 30 KVA generators.

Through the distributions, the position and role of the State Reserve sector in supporting localities, contributing to ensuring social security, especially in areas heavily affected by natural disasters, can be clearly affirmed. The distribution of national reserve goods is always implemented promptly, close to actual needs, helping localities quickly overcome consequences and stabilize people's lives.
