On August 29, 2025, Lam Dong Provincial People's Committee organized the 2025 Dialogue Conference with businesses in a combined form of direct and online at three locations: Lam Dong Provincial People's Committee Hall (direct), Dak Nong Provincial People's Committee Hall (old) and Binh Thuan Provincial Conference Center Hall (old).

The conference was chaired by comrade Ho Van Muoi, Chairman of the Provincial People's Committee, and Vice Chairmen of the Provincial People's Committee: Vo Ngoc Hiep, Nguyen Ngoc Phuc, Nguyen Hong Hai, Nguyen Minh, Le Trong Yen and Dinh Van Tuan at three connecting points.
At the Conference, businesses raised many existing difficulties and problems such as: Land use conversion process; mineral planning problems... These issues were directly answered by representatives of departments and branches and were acknowledged by provincial leaders, who gave specific instructions for handling.

Concluding the Conference, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the private economy is an important driving force in the socialist-oriented market economy, in the spirit of Resolution No. 68 - NQ/TW of the Politburo .

To promote the role of the private economy, there needs to be a comprehensive, holistic, and breakthrough solution, creating the best conditions for businesses to confidently invest and develop.

Lam Dong Provincial People's Committee commits to direct resolutely within its authority to thoroughly resolve the difficulties of enterprises. The province will summarize and propose to the Central Government for timely handling of issues beyond its authority.
Lam Dong Province also appreciates all opinions from businesses at the Conference. All will be compiled, classified, and assigned to relevant departments and branches to respond before September 15, 2025, with the results being made public on the Provincial Electronic Information Portal.
Action-driven solutions
To realize the spirit of the direction at the Conference, a series of specific directions were issued by the Provincial People's Committee to create a more open, transparent and effective investment environment. In particular, the Provincial People's Committee assigned specific tasks to each functional unit.

Accordingly, the Provincial Investment, Trade and Tourism Promotion Center is responsible for synthesizing and classifying business opinions into groups of issues, sending them to departments and branches for thorough research and response. The deadline for completing the synthesis is before September 8, 2025 and posting the response results on the Provincial Information Portal before September 15, 2025.
Departments, branches and sectors are responsible for researching and responding specifically, clearly and legally to each petition and completing it before September 11, 2025. At the same time, share with businesses, consider solving difficulties as a core responsibility and one of the criteria for attracting investment.

A series of specialized solutions were also directed to be developed by the Provincial People's Committee. In particular, monthly specialized working sessions will be organized according to specific fields, chaired by the Vice Chairman of the Provincial People's Committee in charge of that field. Along with that, research will be conducted to organize the model of "Business Coffee" every week in 3 areas, chaired by the Department of Finance to listen and share with businesses.
In addition, the Department of Agriculture and Environment is assigned to develop a business process for forest environmental services. The Department of Culture, Sports and Tourism is in charge of coordinating with relevant departments and sectors to research a model of resort tourism under the forest canopy, suitable to the characteristics of each locality.

The Department of Construction is assigned to provide detailed guidance on construction on agricultural land or multi-purpose land, in order to clarify the legal basis when implementing investment projects. The Department of Science and Technology will build a column to receive online business recommendations, connecting with relevant agencies for timely handling.
Lam Dong Provincial Tax Department is responsible for reviewing all tax obligations and benefits related to investment projects and providing detailed instructions to businesses. People's Committees of communes, wards and special zones are required to proactively grasp, dialogue and support to resolve difficulties for local businesses.
Calling on businesses to accompany and develop together
Chairman of the Provincial People's Committee Ho Van Muoi expressed his hope that the business community would accompany and share responsibility with the government in reforming administrative procedures, strictly implementing legal regulations and promoting approved projects.

The province hopes that businesses will be a bridge to promote Lam Dong's potential and advantages, contributing to investment promotion and socio-economic development. At the same time, businesses are encouraged to contribute ideas, contribute initiatives, improve competitiveness, and participate in development programs and plans launched by the province.
Each enterprise is an investment promoter for the province. Each unit proactively suggests new solutions to the province, to help Lam Dong have a long-term and effective development plan.

The 2025 Business Dialogue Conference is not simply a place to listen, but a forum for action, where the government commits to solving difficulties at the root, while empowering and empowering businesses to create the future together.
