Lam Dong plans to reorganize public service units

This is a plan recently issued by the Provincial People's Committee, aiming to strictly implement the Central's guiding viewpoints, orientations, and plans, the conclusions and directions of the Politburo, the Secretariat, and the Central Steering Committee on arranging and streamlining the apparatus to implement the 2-level local government organization model.

At the same time, overcome the overlapping of functions, tasks and powers between agencies and units. Improve the effectiveness and efficiency of state management, perfect the system of public service units, ensure streamlining, reasonable structure and effective operation. At the same time, reorganize, reduce focal points, promote financial autonomy for the system of public service units in Lam Dong province. The Provincial People's Committee assigned relevant departments, branches and units to organize the implementation of the reorganization in October 2025.

According to the arrangement plan of the Provincial People's Committee, a major area subject to arrangement is public service units in the education sector. In particular, for the education and training sector, basically keep the existing high schools, middle schools, primary schools, inter-level schools, and public kindergartens. At the same time, continue to research, propose arrangements, and adjust if necessary in a convenient direction to serve the needs of the people and students. For mountainous, highland, and ethnic minority communes: research, review, and arrange separate school locations to focus on forming boarding and semi-boarding schools for students at the commune center or inter-commune.

For the vocational education sector, merge vocational education centers and continuing education centers into vocational secondary schools equivalent to high school level under the Department of Education and Training to provide public services in inter-ward and communal areas.

Arrange 4 vocational colleges (Lam Dong Medical College, Da Lat College, Dak Nong Community College, Binh Thuan College) to no more than 3 vocational colleges (reduce 1 unit) to train skilled workers to serve socio-economic development and attract investment in the locality.

For public service units in the health sector, merge Binh Thuan Dermatology Hospital into Binh Thuan General Hospital to form Binh Thuan General Hospital. At the same time, dissolve Gia Nghia Regional Medical Center, transfer functions, tasks, and human resources to public service units under the Department of Health. Along with that, develop plans, roadmaps, and necessary conditions to implement and complete the goal of Lam Dong province having at least 1 specialized hospital; having a geriatric hospital or a general hospital with a geriatric department.

The Provincial People's Committee also proposed a plan to establish commune, ward, and special zone health stations under the commune-level People's Committees and medical examination points on the basis of previous commune-level health stations.

For public service units in other fields: Arrange 5 Project Management Boards under the Provincial People's Committee to no more than 3 Project Management Boards; reorganize the Investment, Trade and Tourism Promotion Center of Lam Dong province on the basis of merging the Small and Medium Enterprise Support Center under the Department of Finance; the Tourism Promotion Center under the Department of Culture, Sports and Tourism; the trade promotion department of the Industrial Promotion and Trade Promotion Center under the Department of Industry and Trade.

Reorganize the Tuyen Lam Lake National Tourist Area Management Board into the Lam Dong Province National Tourist Area Management Board, in order to meet the requirement of unifying the focal point for state management of national tourist areas in the province. Merge the Center for Ecotourism and Environmental Education and the International Tropical Forest Research Center of Bidoup – Nui Ba National Park.

The Provincial People's Committee also informed that, for public service units under specialized agencies under the Provincial People's Committee, it is necessary to review, arrange and reorganize public service units under departments (except the Department of Education and Training and the Department of Health) to maintain only one public service unit performing the function of serving state management; the remaining public service units are self-sufficient in regular expenditures or more, in order to ensure implementation according to the orientation on arranging service units of the Central Steering Committee.
