Clarifying the management and payment of allowances for substitute teachers and teaching assistants

On October 11, the Standing Committee of the Hai Duong Provincial People's Council continued to supervise the settlement of complaints, denunciations, petitions and reflections of citizens to the Hai Duong City People's Committee and the People's Committees of Thanh Ha and Kinh Mon districts.

Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province chaired the supervision session.

Comrade Le Van Hieu directed the resolution of each case that citizens reflected and petitioned.

At the working sessions, comrade Le Van Hieu listened to and gave directions for handling each specific case that citizens petitioned and reflected.

Regarding cases where citizens have petitions and recommendations regarding the issuance of land use right certificates in Hai Duong City, comrade Le Van Hieu requested the Hai Duong City People's Committee to urgently coordinate with departments, branches, and project investors to speed up the acceptance and issuance of land use right certificates to households.

Regarding the problems in site clearance for the Hai Duong City Eco -tourism and Service Area Project (Ha Hai area), comrade Le Van Hieu noted the need to continue to propagate and mobilize citizens to agree to site clearance or organize enforcement if necessary and urgently verify the financial obligations of Ha Hai Construction - Tourism Joint Stock Company to the State.

Comrade Tang Van Quan, Vice Chairman of Hai Duong City People's Committee, reported on a number of cases in which citizens requested to be granted land use right certificates.

Regarding the reflection of some teachers in Thanh Ha about some violations, comrade Le Van Hieu requested to clarify the management of substitute teaching hours and teaching on behalf of teachers in schools. There should be a document directing schools to clearly regulate substitute teaching and teaching on behalf of teachers and issues related to payment of benefits and policies for teachers. When a substitute teacher teaches, it is necessary to report to the school board for appropriate arrangement and planning, and at the same time, pay the benefits to the teacher to ensure compliance with legal regulations.

Chairman of Thanh Ha District People's Committee Tang Ba Bay reports on citizen petitions

Regarding the case of citizens accusing Thanh Phat Trading Company Limited of intentionally not implementing the decision of the Provincial People's Committee on terminating the wharf lease contract in Vinh Lap commune, comrade Le Van Hieu requested the Department of Natural Resources and Environment to urgently inspect, investigate, and advise on a final solution. The District and Commune People's Committees should create conditions for the enterprise to transport sand out of the reclaimed location. The District and Commune Police are responsible for supporting the locality to guide and protect the safe movement of materials so as not to violate the Law on Dikes and protect the sandbank area of ​​Vinh Lap commune.

Kinh Mon Town People's Committee reports on the settlement of complaints, denunciations and petitions of citizens in the area.

In Kinh Mon town, there are two complicated and long-standing cases related to the granting of land use right certificates to 6 households in Quang Thanh commune and 1 citizen in An Luu ward. Comrade Le Van Hieu requested the People's Committee of Kinh Mon town to collect opinions and coordinate with relevant agencies to unify the plan to resolve the requests of 6 households in Quang Thanh, not to let the complications drag on. For the requests that have no basis for resolution, it is necessary to continue to propagate and mobilize people to comply with the provisions of the law.

By October 11, the Standing Committee of the Hai Duong Provincial People's Council had completed monitoring the settlement of complaints, denunciations, petitions and reflections of citizens to the People's Committees of 9 districts, towns and cities. Ninh Giang, Kim Thanh districts and Chi Linh city did not conduct monitoring due to the small number of petitions. The Standing Committee of the Hai Duong Provincial People's Council will continue to conduct monitoring at provincial-level units.
