Lead and direct the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, contributing to building and perfecting the socialist rule-of-law state of Vietnam.

The success of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is of key and fundamental significance. This is also one of the particularly important tasks of the National Assembly Party Committee in the coming term, as determined in the Political Report and Resolution of the Congress.

The Draft Political Report submitted to the 14th National Party Congress determined: “Building and perfecting the Socialist Republic of Vietnam, a rule-of-law State of the People, by the People, for the People, led by the Communist Party of Vietnam is the central task of the Political System Innovation” ; is the major and consistent policy of the Party; requires “Continuing to build the National Assembly to truly be the highest state power agency, representing the will and aspirations of the People”. Therefore, the success of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is of key and fundamental significance. This is also one of the particularly important tasks of the National Assembly Party Committee in the coming term, as determined in the Political Report and Resolution of the Congress.

The election will take place in conditions, contexts and situations with many new and changed points compared to previous elections, notably the relevant agencies at both the central and local levels have been newly organized and rearranged; the electoral agency has been established according to the model of organizing the political system and two-level local government; the time frame for implementing the election steps and procedures has been accelerated and shortened to narrow the time from the National Party Congress to the opening of the new National Assembly and People's Council session in order to soon institutionalize and bring the Party's resolutions into life... The above issues require high concentration, leadership and direction of Party committees and organizations at all levels, in which the extremely important role of the National Assembly Party Committee and relevant agencies and organizations is played.

The Party Committee of the Delegation Work Committee, together with the previous predecessor party organizations, with the assigned functions and tasks, has led the National Assembly Advisory Body, the National Assembly Standing Committee, and the National Election Council to successfully organize many elections for the National Assembly and People's Councils in previous terms; now, in the new situation, at the recent Party Congress, it has determined to continue to advise and serve with a sense of responsibility and the highest determination and effort, to organize the upcoming election with good results. From the reality and task requirements, we propose that the National Assembly Party Committee, in the next term, immediately after this Congress, pay attention to leading and directing the following specific contents and tasks:

1. Coordinate leadership to thoroughly grasp and fully, thoroughly, seriously and effectively implement the Party's documents on the election, especially Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on leadership of the Election; Conclusions 153 and 184 of the Politburo on the direction of the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term to all Party organizations and agencies in the political system from the Central to the grassroots level. Ensure that the election is conducted democratically, equally, legally, safely, economically and truly a festival for all people.

In particular, it is necessary to pay special attention to leadership in doing well in personnel work, promoting democracy associated with the Party's centralized and unified leadership in personnel work; linking the personnel results of Party congresses at all levels with personnel planning to select and introduce cadres and Party members with a firm political stance and mettle, meeting the standards and conditions to participate as elected representatives, not letting in degraded, opportunistic, and degenerate elements.

Leaders must elect sufficient numbers of delegates while paying attention to the quality of delegates, introducing people who are truly exemplary in terms of qualities, qualifications, capacity, and prestige, to responsibly participate in state power agencies at all levels; ensure a reasonable structure, especially the proportion of women, ethnicities, religions, re-elections, youth, scientists, representatives of genders, classes, and strata; ensure succession and transition between terms and increase full-time delegates.

Organize the consultation stage well and properly implement the candidate introduction process as prescribed by law, promote the people's mastery. Do a good job of propaganda, encourage all voters to participate in the election; ensure security and order; regularly inspect, supervise, promptly direct, resolve problems and difficulties at the local level, and resolve related complaints and denunciations in accordance with regulations; do a good job of ensuring material and technical facilities and financial regimes.

2. With the requirement to start the new National Assembly term early to quickly implement the Party's resolutions after the Congress, the National Assembly has passed a Resolution to shorten the term of the 15th Term, organizing elections earlier than previous terms. According to the amended Election Law passed by the National Assembly, the time frame for the procedural steps from the deadline for submitting candidacy dossiers to the election day and the opening day of the First Session must be significantly shortened, creating great pressure on the progress and quality of the work to be completed.

It is recommended that the Party Committee of the National Assembly pay attention to leading the National Election Council to actively deploy work contents; promptly issue directives, instructions, forms, and related documents; deploy and direct subordinates to complete conditional work before the deadline, especially for the stages before the deadline for submitting candidacy dossiers (associated with the closing date of the Party Congress) such as: planning the structure, composition, and allocation of the number of candidates; establishing election organizations at all levels, assigning tasks, developing regulations and work plans; organizing training and providing guidance on election work, etc.

In particular, mobilize and concentrate forces to complete the work in the peak period of 42 days before the election day (from the deadline for submitting candidacy documents to the election day), including the work that needs to be done actively, throughout the holidays on Saturdays, Sundays, and during the Lunar New Year to meet the deadline of the 3rd Consultation right after Tet, to select and make a list of qualified candidates. The election day is March 15, 2026, right in January, very urgent; no longer a long Tet holiday, "January for partying" as people say. At the same time, to ensure the structure and quality of delegates, it is necessary to pay attention to doing a good job of training campaign skills for candidates participating for the first time, especially women, ethnic minorities, young people...

3. In the context of the newly organized political system at all levels, tasks are reassigned; at the local level, there are only 2 levels, so the system of election organizing agencies and the nature and scale of related tasks have also changed and adjusted compared to previous elections; which can lead to confusion, lack of experience, or difficulties due to increased workload and heavy responsibilities.

For example, because there is no longer an intermediate district level, each election committee at the provincial level will have more direct subordinates at the commune level; the consultation organization at the provincial level has the participation of representatives of the Fatherland Front at the direct subordinate level, so the number of commune-level participants is very large; just summoning, arranging travel, accommodation for all delegates from the commune to attend the province is also a big problem. Supervision and management of the quality of personnel that the communes choose to introduce as candidates for the National Assembly and Provincial People's Council are also more complicated than before. The commune-level election agency also has a larger scale, scope, and management objects, and more work. Meanwhile, many of the staff with experience in local elections have recently retired.

These are difficulties and challenges; requiring election agencies to have a truly systematic, scientific, detailed and practical implementation program and plan; Party committees at all levels and the National Election Council need to pay special attention, closely monitor the situation to lead and direct promptly when situations arise.

4. For the election of National Assembly deputies and People's Council deputies at all levels to truly be a festival for all people, a day when people exercise their right to direct mastery, it requires the responsible participation of the entire political system. Including the agencies of the Fatherland Front Committee, people's organizations with the role of gathering forces, promoting the strength of the great national unity bloc, participating in state building. The National Election Council; the sub-committees of Personnel, Information - Propaganda, Law - Handling of complaints and denunciations, Ensuring Security and Order; Election Committees at all levels with the role of organizing and directing election work. The Government and People's Councils, People's Committees, Election Committees at all levels with the role of organizing the implementation of election laws in the locality. Information, propaganda, security and order ensuring agencies... At each level, there are advisory agencies, performing specialized tasks such as: Office of the National Election Council; Committee for Delegation Affairs; Committee for People's Aspirations and Supervision, at the National Assembly; organizations, inspection agencies, internal affairs, and inspectors from the central to local levels...

The number of responsible agencies participating is very large; requiring close leadership and coordination to promote the role and synchronous coordination. It is recommended that the Party Committee of the National Assembly and the National Election Council pay attention to directing and coordinating with Party committees at all levels to strengthen leadership, urging, inspection and supervision of implementation.

5. This election has both favorable and challenging factors from the development of science and technology. The upgrading and development of information infrastructure across all localities; the digital transformation process in all fields, especially in administrative management, creates many conditions that can support well the work related to organizing and serving the election; therefore, it is necessary to pay attention to exploiting and promoting.

For example, exploiting and using the National Population Database to establish and post voter lists, manage and print voter cards more accurately and conveniently; inter-connected software supporting operations, information, management of records, forms, reports, information, propaganda, etc., if established and operated smoothly, will also be very effective and useful, reducing the workload for enforcement agencies, ensuring quality and progress of work. In addition, controlling information channels on the Internet, fighting against fake information that distorts, defames, slanders, interferes, sabotages the election or negatively affects candidates, falsifies results, etc. requires preventive measures. The above tasks require attention and direction for early and appropriate implementation.

We believe that under the wise leadership of the Party Central Committee; of the National Assembly Party Committee and the responsible participation of relevant Party committees, agencies and organizations; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be a comprehensive victory, contributing to the building and perfecting of the socialist rule-of-law state of Vietnam and creating a premise for the success of the new term of the National Assembly and People's Councils in the period of strong growth and development of the country and people towards prosperity and happiness.
