Provincial People's Committee leaders work with Ninh Son district on national target programs

On August 15, Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, had a working session with Ninh Son district on the results of the implementation of the National Target Program (NTP) on socio -economic development in ethnic minority and mountainous areas and the NTP on sustainable poverty reduction (abbreviated as the 2 programs) in the first 7 months of 2023; key tasks in the coming time. Attending were leaders of relevant departments, branches and units.

According to the People's Committee of Ninh Son district, the implementation of projects under the two programs has initially brought results, creating conditions for beneficiaries to develop production, escape poverty, have stable housing, improve their material and spiritual life, and shorten the gap in development levels between regions.

However, regarding the disbursement work as of July 31, 2023, the capital of the two 2022 programs has been extended, only disbursed 1,832/6,342 million VND, reaching 29%; the capital in 2023 disbursed in 7 months is 3,345/13,490 million VND, reaching 25%. The career capital in 2022 has been extended and has not been disbursed in 2023. The mobilization of resources from people and businesses is still low, the budget collection is still limited; the level of counterpart contributions from the people is limited, mainly relying on resources from the budget, which has affected the feasibility and progress of the projects...

Concluding the working session, the Vice Chairman of the Provincial People's Committee requested the People's Committee of Ninh Son district to urgently review the list of projects on feasibility, efficiency, and disbursement capacity to propose to competent authorities for timely adjustment and decision to ensure savings, efficiency, and avoid wasting state budget resources; focus on disbursing contents, activities, and projects that have sufficient legal basis and basis for implementation in accordance with regulations; strive to disburse 100% of the capital plan extending from 2022 to 2023, to be completed in September 2023. Continue to review, consolidate, or establish a new working group (if not yet established) to support the implementation and disbursement of capital for the two programs in the locality to ensure effectiveness, efficiency, and suitability with the actual situation. It is recommended that the Standing Committee of the District Party Committee and the District People's Council pay more attention to leading and directing the implementation of the programs, especially the inspection and supervision of the implementation of departments, offices and localities during the implementation process. Assign the two standing agencies of the program (Department of Labor - Invalids and Social Affairs and the Provincial Ethnic Minorities Committee) to regularly exchange, guide and resolve difficulties and problems of localities during the implementation process; synthesize and report to the Head of the Steering Committee or the Standing Deputy Head on the results of handling difficulties of localities on a monthly basis.
