Prepare a "scenario" to respond to storm No. 10 for Ngan Truoi Lake

(Baohatinh.vn) - In response to the forecast of widespread heavy rain caused by storm No. 10, Ngan Truoi Lake - the largest reservoir in Ha Tinh - has proactively developed a suitable response scenario to ensure safety for the project and downstream areas.

According to the forecast of the Ha Tinh Hydrometeorological Station, from the evening of September 27, the sea in Ha Tinh will gradually increase to level 6-7, gusting to level 8-9, waves 3.0-5.0m high, rough seas. From early morning of September 28, the wind will increase to level 8-9, the area near the storm center will be level 10-13, gusting to level 16, waves 5.0-7.0m high, rough seas (extremely destructive, extremely strong waves, sinking large ships). From September 28 to 30, there is a possibility of widespread heavy rain with total rainfall ranging from 200-400mm, locally over 500mm.

Faced with heavy rain caused by storm No. 10, the Irrigation Investment and Construction Management Board 3 has proactively developed a response "scenario" for Ngan Truoi Lake (Vu Quang Commune) - the largest reservoir in Ha Tinh, ensuring safety for the project and downstream areas.

At present, the water level of Ngan Truoi Lake is at +40.16m, equivalent to a capacity of 360/775.7 million m3 (46% of total capacity).

In case the actual rainfall is close to the forecast source ECMWF (European forecast model): in the next 5 days, the total forecast rainfall in the basin is about 188mm; the total inflow is about 68 million m 3 , the water level at 7:00 a.m. on October 1, 2025 is expected to be at elevation +42.25m, the reservoir capacity is 420 million m 3 , reaching 54% of the total capacity.

In case of average rain according to the forecast source of the National Center for Hydro-Meteorological Forecasting: in the next 5 days, the total forecasted rainfall in the basin is about 300mm; the total inflow is about 106 million m3 , the water level at 7:00 a.m. on October 1, 2025 is expected to be at elevation +43.4m, the reservoir capacity is 458 million m3 , reaching 59% of the total capacity.

In case of local heavy rain according to the forecast source of the National Center for Hydro-Meteorological Forecasting: in the next 5 days, the total forecasted rainfall in the basin is about 600mm; the total inflow is about 208 million m3 , the water level at 7:00 a.m. on October 1, 2025 is expected to be at elevation +46.5m, the reservoir capacity is 559 million m3 , reaching 72% of the total capacity.

Scenarios and situations have been specifically developed by the Irrigation Investment and Construction Management Board 3, ensuring safety for the project and downstream areas.

According to Mr. Le Van Hung - Head of the Management Group of Ngan Truoi Reservoir (Irrigation Investment and Construction Management Board 3), based on the above calculations and forecasts, combined with monitoring weather developments from the National Center for Hydro-Meteorological Forecasting and some applications such as Windy.com, Accuweather.com, it can be concluded that Ngan Truoi reservoir ensures safe operation and reduces flooding for downstream areas during the rain and flood caused by storm No. 10 in 2025.

"The water level in the lake is quite low and can still hold more than 400 million m3 , so the amount of rain this time will ensure flood control for the downstream and will supplement the amount of water to serve agricultural irrigation, environmental water supply, daily life for people and combined with electricity generation through the hydroelectric plant operating in the area" - Mr. Le Van Hung added.

However, according to Mr. Hung, in case of extreme weather conditions, beyond all forecast scenarios, the reservoir will have a suitable operating plan, ensuring absolute safety for the reservoir and downstream areas, and not allowing any unfortunate incidents to occur.

In July and August, despite the complicated flood situation, thanks to Ngan Truoi Lake, it has successfully carried out its "mission", storing hundreds of millions of cubic meters of water, thus contributing to effectively cutting floods in the lower areas of Thuong Duc and Mai Hoa communes.

With a dam crest design elevation of 57.8m and a reservoir capacity of 775 million m3 of water, Ngan Truoi reservoir is responsible for storing water and regulating floods for the downstream area. To operate the reservoir effectively, especially during the rainy season, the Irrigation Investment and Construction Management Board 3 has assigned staff to be on duty 24/24, updating and reporting the water level to the reservoir regularly according to the time frame.
