Controversy over 40 billion VND bidding package in Dak Nong

(NLDO) - The documents proving capacity have many hidden issues, but the enterprise still won the bid for more than 40 billion VND in Dak Nong.

Recently, the Project Management and Land Fund Development Board of Dak G'long district (Dak Nong province) approved the results of selecting contractors for the construction package of traffic works under the project to stabilize the population in the extremely difficult area of ​​spontaneous migrants in Dak R'mang commune (Dak G'long district).

Accordingly, the winning bidder is the XL01 Joint Venture of Dak G'long District. The leading member of the joint venture is Nhan Tri Construction, Trade and Service Company Limited ( Quang Nam Province). The second member of the joint venture is 624 Construction, Equipment and Materials Joint Stock Company (HCMC). The winning bid value is more than 40 billion VND, the contract implementation period is 540 days.

The bidding documents of the above consortium include the minutes of acceptance, completion and handover of the solidification project of DH5.TP road, route Km2+400 - Km3+600 (belonging to a project in Quang Nam province). The document shows that Nhan Tri Construction, Trade and Service Co., Ltd. is the construction unit, in which Mr. NQB holds the position of technical officer for the construction package.

Faced with suspicions of unclear documents proving capacity, on February 10, Mr. Tran Nam Thuan, Chairman of the People's Committee of Dak G'long district, signed a document to send to the Quang Loi Commune Police (Quang Dien district, Hue city) to support the verification of information for Mr. NQB.

On February 11, Quang Loi Commune Police responded in writing stating that from January 2022 to December 2024, Mr. NQB worked and lived in Hue City.

However, between Mr. NQB and Nhan Tri Construction, Trade and Service Company Limited, there appeared a 3-year labor contract (February 1, 2023 to January 31, 2026) with a working location in Quang Nam province.

In some documents, Mr. B. confirmed that he did not provide personal information and the signature in the above labor contract was not his. Mr. B. also requested that Nhan Tri Construction, Trade and Service Company Limited not use his information for bidding.

Speaking to a reporter from the Lao Dong Newspaper, Mr. Tran Nam Thuan confirmed that he had signed a document and sent it to the Quang Loi Commune Police. When the reporter asked what the District People's Committee would direct after the verification results, Mr. Thuan introduced him to work with the Dak G'long District Project Management and Land Fund Development Board.

Meanwhile, Mr. Bui Van Huong, Director of the Project Management and Land Fund Development Board of Dak G'long district, said that from the time of opening the bid to the time of issuing the decision to select the contractor, he did not receive any feedback related to the bidding documents of the participating units. Mr. Huong also said that he did not know that the People's Committee of Dak G'long district sent a document to verify Mr. B's information (!?).

Responding to the question of the investor's responsibility in reviewing the capacity records of the contractors, Mr. Huong said that the Board had hired an independent consulting unit to evaluate the records. The consulting unit confirmed to the Board that the XL01 Dak G'long District Joint Venture was qualified to win the bid and they were responsible for this issue. At the same time, Mr. Huong affirmed that he had no basis or authority to review the capacity of the winning bidder!
