The Ho Chi Minh City People's Committee has just decided to declare a measles epidemic in the area. This is a group B infectious disease that can lead to serious complications, even death, if not properly cared for and treated. The epidemic spreads quickly, forcing people to be ready to respond to outbreaks. Many cases of measles, seasonal diseases or accidents... can be effectively treated with initial first aid steps, at home or at local health facilities, but with a safer mindset, many parents, when their children show signs of health problems, have taken them to higher levels. But few people know that the time for first aid and initial treatment is the "golden" time to save the lives of many urgent cases.
According to statistics from the Ministry of Health , each year, our country has more than 33,500 deaths due to accidents and emergencies; this number can be completely reduced if the victims receive timely first aid. Therefore, developing a network of emergency medical services and improving first aid skills for people is very necessary and cannot be delayed, especially in large cities. Unfortunately, first aid skills are often forgotten in life and only when incidents occur do people realize the importance of equipping themselves with these important skills. In developed countries, emergency medical services are indispensable in improving the ability and chances of survival for emergency patients, helping to reduce the risk of death, reduce the level of disability for patients and reduce the burden of illness and finances for each individual, family and society. The emergency medical network system also helps patients quickly access timely and more appropriate medical care.
Inheriting this experience, over the years, the Ho Chi Minh City health sector has planned to implement many good models such as: developing a network of satellite emergency stations; water and air emergency stations; emergency by two-wheeled vehicles... Ho Chi Minh City has also proposed to open a training code for first aid staff outside the hospital, with professional first aid expertise to follow the ambulance. However, after many years of proposal, this model has not been implemented systematically, even forgotten. Many people reflect that when calling the 115 emergency, it takes more than 15 minutes for the vehicle to reach the victim, so many cases have not taken advantage of the golden time to save the victim's life. Worried about the ambulance being late, many people choose other means of transport to the hospital when needed, but not everyone is lucky enough to be saved, when many unfortunate cases have occurred due to the transporter not having expertise and the means of transport not being suitable...
It is time for us to improve the emergency system outside the hospital; add emergency vehicles and develop other types of on-site access such as waterways and airways to promote the city's emergency medical network outside the hospital; help the health sector connect and access emergency cases as soon as possible for initial treatment and intensive treatment. During the recent Covid-19 epidemic prevention period, our country has implemented the 4 on-site motto (including: on-site command, on-site logistics, on-site human resources, on-site supplies) very effectively. That is also to consolidate and develop the preventive medical system.
In addition, refer to the experience of other countries in disseminating knowledge of foreign emergency care, first aid methods in all situations for the police, fire department, rescue, and the community, in addition to medical staff. By doing so, Ho Chi Minh City will reduce the number of deaths, limit secondary injuries and create conditions for victims to recover.
