In the first 4 months of 2024, the Department of Natural Resources and Environment of Binh Dinh province has completed 05/22 key tasks of the 2024 annual plan, and at the same time carried out 135/150 regular tasks assigned by the Provincial People's Committee (the remaining tasks are in the processing period). Administrative procedure reform and information technology application have been strengthened, online records reached 72.7% (target assigned by the province 60%); online payment reached 78.3% (target assigned by the province 55%); digitalization of file components and results of administrative procedure settlement reached 98.8% (target assigned by the province 90%). The rate of solid waste collected in urban areas reached 89.12% (target set at 90 - 95%).
Along with that, completing the appraisal and submitting to the Provincial People's Committee for approval of the 2024 Land Use Plan of 11 districts, towns and cities and advising the Provincial People's Committee to submit to the Ministry of Natural Resources and Environment for appraisal of the 5-year Land Use Plan (2021 - 2025) of the province,... Thereby, the State management of natural resources and environment of the province has had clear changes, contributing to the socio-economic development of the province.
With the above positive results, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the efforts of the cadres, civil servants, public employees and workers of the Department of Natural Resources and Environment in contributing to the development of the province in the recent past.
In addition, the Chairman of the People's Committee of Binh Dinh province also pointed out a number of shortcomings and limitations such as the slow implementation of a number of tasks in the field of environmental and mineral protection; a number of units, organizations and individuals have not yet properly implemented regulations on mineral exploitation and environmental protection but have not been thoroughly handled; the rate of waste collection and treatment in areas, especially in rural areas, is still low; environmental management in industrial parks, clusters, craft villages, urban wastewater, and livestock environment is still limited, etc.
Focus on mineral management
The Chairman of the People's Committee of Binh Dinh province requested the Department of Natural Resources and Environment to proactively coordinate with relevant authorities and localities to strengthen inspection and examination work to rectify mineral exploitation activities in the province, coordinate with judicial agencies to propose handling of violations according to the law; propose the Provincial People's Committee to revoke mineral exploitation projects that violate regulations; cause environmental degradation, expired projects; projects that do not fulfill financial obligations to the State (debts on deposits, rights, taxes of all kinds, etc.) according to current laws; at the same time, not consider or propose granting mineral exploitation licenses or extending licenses for cases that do not fulfill financial obligations to the State.
Actively coordinate with relevant agencies to issue written notices, requesting enterprises operating in the province to seriously organize and fully implement environmental protection measures, ensure the load during mineral transportation and exploitation time; seriously deploy the installation of load monitoring weighing stations, surveillance cameras to connect with relevant agencies and People's Committees of districts and communes where mines are located to monitor and manage according to regulations. Seriously carry out statistics - inventory of mineral reserves; periodically every month, must count, calculate, update data in books and documents to declare output for mineral resource tax calculation and determine annual mining output in periodic reports on mineral exploitation to send to the Tax Authority according to regulations of law,... Strictly and resolutely handle cases of procrastination and non-compliance with the above contents according to current legal regulations.
Mr. Pham Anh Tuan also requested the Inspection Team of river sand exploitation activities in the province to urgently compare and review the licensed reserves, area, exploitation depth... including information reflected on traditional media for mineral exploitation activities; strictly handle according to current legal regulations; report the implementation results to the Provincial People's Committee in May 2024.
The Department of Natural Resources and Environment needs to increase the application of technology and digital applications for remote inspection and monitoring in post-inspection work; proactively coordinate with the Department of Information and Communications and relevant agencies to urgently complete the mineral exploitation monitoring system with cameras (capable of counting, controlling and keeping statistics on the number of vehicles; synthesizing the volume of exploitation...) connected from the exploitation areas to the authorities and the People's Committees at the district and commune levels to serve the management and inspection work to detect, prevent and promptly handle cases of exploitation exceeding capacity, not in the right location, area and time as prescribed.
Regarding environmental protection, Mr. Pham Anh Tuan assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Industry and Trade, People's Committees of districts, towns and cities to request investors of industrial cluster infrastructure to urgently invest in new construction or upgrade and synchronously renovate the wastewater collection system (including production and domestic wastewater), separate from the rainwater collection and drainage system according to the roadmap approved by the Provincial People's Committee. In case the investors of industrial cluster infrastructure do not comply with regulations and requirements on environmental protection; advise, propose handling measures, and report to the Provincial People's Committee.
The Department of Natural Resources and Environment develops plans, organizes inspections, checks, and handles a number of local environmental hotspots; at the same time, proactively guides localities to effectively implement environmental protection work in rural areas and craft villages under its management, especially in localities implementing new rural construction, advanced new rural construction, and model new rural construction.
