Impact of storm No. 10: Landslide on Highway 433 isolates many mountainous communes in Phu Tho

Due to the impact of storm No. 10, from September 28 to October 1, causing heavy to very heavy rain, many areas on Provincial Road 433 to the highland communes: Cao Son, Tan Pheo, Quy Duc, Duc Nhan (Phu Tho province) have experienced dozens of landslides with a volume of thousands of cubic meters, causing traffic disruption. Many communes are in a state of local isolation.

Secretary of Cao Son commune, Phu Tho province, Luong Van Thi (former Chairman of the People's Committee of Da Bac district, former Hoa Binh province) said that the highland communes along Provincial Road 433, every rainy season, have serious landslides. Recently, heavy rains have been lasting, the landslide point at Suoi Lao slope, Rang hamlet, Cao Son commune has nearly 17,000 cubic meters of rock and soil collapsed in just one night, blocking the road, overflowing the negative slope. Local authorities are trying to fix the situation as quickly as possible, to ensure safe travel and transport of essential goods for people in isolated communes.

In Tan Pheo commune, Mr. Pham Duc Anh, Chairman of the commune, said that the rainfall was very heavy, at times measuring up to 356 mm. Heavy rain caused floods to overflow streams, overflow underground, and rocks and soil to fall from the mountains. In just one night, 12 landslides were recorded on Provincial Road 433.

With a heavy amount of rain, pouring down continuously for many days, leading to landslides in many places, Mr. Xa Dieu Hanh, Tuong Doi hamlet, Duc Nhan commune shared, hearing the sound of water pouring down from the high hill, the landslides rumbling down, his family and neighbors in the hamlet were extremely shocked and scared. Afraid of losing their house, losing their crops, losing their lives...

As of October 1, in the area (old Da Bac district), rain continued in many places, causing floodwaters on streams to surge and rocks to be washed away. Hill and mountain land in many places was "full of water", leading to many points continuing to slide very high.

According to Cao Son commune report, the section Km 24+800 (Lao stream) is estimated to have eroded an additional 4,000 m3, Km 36+100 an additional 1,200 m3, Km 43+600 the amount of soil and rock eroded up to 2,300 m3. The whole commune has 39 households whose houses were flooded with soil, one house completely collapsed. 114 households with 449 people were forced to evacuate. Many inter-village and inter-hamlet roads were cut off, livestock and poultry were swept away. The total damage to the commune is estimated at more than 7 billion VND.

Ms. Xa Thi Huong, Cao Son commune shared that during the rainy season, people do not dare to travel on Provincial Road 433. This road has seriously degraded, making it very difficult to travel on normal days, and during storms, rocks and soil on the hill can slide down at any time.

The entire provincial road 433 to the highland communes was cut off, greatly affecting the lives and activities of the people. Chairman of the People's Committee of Cao Son commune ( Phu Tho ) Bui Thi Hoa Binh said that in recent storms, the local government has always been proactive in flood and storm prevention, especially posting warning signs, setting up road closures, and guiding people to avoid roads. Each hamlet has a working group, on duty 24/7, to warn and guide people, ensuring safety during the rainy and stormy season. Road 433 is the only vital road to the communes, when this road is broken, it will affect the lives of thousands of households.

Up to now, the recovery work has encountered many difficulties due to the large volume of landslides and limited funding. People can only travel by motorbike temporarily, leading to the suspension and congestion of travel and trade in the areas. Local authorities of the communes have requested Phu Tho province to support funding to repair and restore landslides and damaged traffic routes to restore convenient traffic; There is a plan to soon repair Provincial Road 433, so that people can soon stabilize their lives.
