In 2010, to give up land for large projects in Vung Ang Economic Zone, Ha Tinh Provincial People's Committee had a policy to establish Tan Phuc Thanh resettlement area (Ky Trinh ward, Ky Anh town) to relocate thousands of households in Ky Loi commune to live there. All works including the commune People's Committee headquarters, schools, and medical stations in Tan Phuc Thanh resettlement area were allocated 33 billion VND by the Provincial People's Committee, and assigned the Provincial Economic Zone Management Board as the investor for construction. |
However, due to many problems in the relocation process, thousands of households have not yet moved to their new homes. After a long period of abandonment, the commune People's Committee headquarters and the medical station have been put into operation, while Ky Loi Secondary School, built at a cost of more than 3 billion VND, has never been in operation and has been abandoned for 14 years. |
According to records, Ky Loi Secondary School was built on a land area of more than 2,000 square meters with a two-story building with 10 classrooms and a principal's office building. |
After 14 years of abandonment, many items here have deteriorated and become damaged. |
The classrooms are empty, shabby, damp with age, and overgrown with weeds. |
“We spent money to build the school but it has never welcomed any students. The school’s facilities are gradually deteriorating and falling into disrepair without anyone using them, which is a huge waste,” said a resident of Ky Trinh ward. |

The leader of the People's Committee of Ky Loi commune said that the school was built but abandoned due to lack of students. The locality has submitted a planning application, merging the school's facilities and grounds into the kindergarten to avoid waste. Currently, there are still about 1,500 households in the commune that have not been resettled. |
