According to the Hai Duong Department of Home Affairs, when cadres, civil servants, public employees, and workers have been approved by the Provincial People's Committee to retire early or resign when streamlining the apparatus, they will not have to carry out additional procedures to receive support.

When the Provincial People's Committee approves cases of early retirement when streamlining the apparatus, the Department of Home Affairs shall notify agencies, units and organizations with early retirement subjects to promptly implement regimes and policies for the subjects.

The Department of Finance shall preside over and coordinate with agencies, units and organizations with subjects retiring before the age to synthesize the budget and submit a proposal to the Provincial People's Committee to decide on funding to pay subsidies to subjects eligible for the policy.

When the Provincial People's Committee decides to allocate funds, based on the allocated funds, agencies, units and localities will make payments to beneficiaries, ensuring timeliness and correctness.

The allocation and settlement of funds shall comply with current financial management regulations.

From March 1 to April 1, the People's Committee of Hai Duong province agreed to approve 80 people to retire early and quit their jobs when streamlining the apparatus according to Decree 178 and Decree 67. These officials and civil servants will retire early and quit their jobs from March 1 and April 1, 2025.

The Provincial People's Committee has issued a decision to allocate funding to many agencies and units to implement the policy.

Hai Duong Department of Home Affairs is presiding over and coordinating with the Department of Finance to continue receiving and appraising applications for early retirement and resignation when streamlining the apparatus of cadres, civil servants and public employees at agencies, units and localities and advising the Provincial People's Committee to consider and approve.

An appraisal team consisting of members from the Department of Home Affairs and the Department of Finance has been established to ensure timely appraisal and settlement of regimes and policies for people who retire early or quit their jobs when streamlining the apparatus.
