According to Tuoi Tre Online , in the opening speech of the 33rd session of the 18th Thanh Hoa Provincial People's Council for the 2021-2026 term, which took place on the afternoon of September 17, Mr. Le Tien Lam - member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council - chaired the session, on behalf of the Provincial People's Council Standing Committee, reported to the Provincial People's Council about personnel information.
Accordingly, the Central Committee granted early retirement to Mr. Lai The Nguyen , 54 years old - Standing Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, Chairman of the People's Council of Thanh Hoa province for the 2021-2026 term and Mr. Do Minh Tuan , 53 years old - Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, Chairman of the People's Committee of Thanh Hoa province for the 2021-2026 term.
Tuoi Tre Online 's source said that after the Central Government allowed Mr. Lai The Nguyen and Mr. Do Minh Tuan to retire early, the Standing Committee of Thanh Hoa Provincial People's Council applied Clause 6, Article 37 of Law No. 72/2025/QH15 on Organization of Local Government, passed by the 15th National Assembly of the Socialist Republic of Vietnam, 9th session on June 16, 2025, to report to the Provincial People's Council without having to carry out the dismissal procedure for the two men at the Provincial People's Council.
Mr. Lai The Nguyen, 54 years old, from the old Nga Son district, Thanh Hoa province, has a master's degree in Law and a bachelor's degree in political theory.
Mr. Nguyen has held the positions of Chief of Office of Thanh Hoa Provincial Party Committee, Secretary of Ngoc Lac District Party Committee, Head of Provincial Party Committee's Propaganda Department, Head of Thanh Hoa Provincial Party Committee's Organization Department, Standing Deputy Secretary of Provincial Party Committee, Chairman of Thanh Hoa Provincial People's Council, Head of the National Assembly Delegation of the 15th term of Thanh Hoa province.
Mr. Do Minh Tuan, 53 years old, from Thieu Phuc commune, old Thieu Hoa district, Thanh Hoa province.
Mr. Tuan graduated with a bachelor's degree in history, master's degree in educational management; doctorate in economics; bachelor's degree in political theory.
From 2002 to 2009, Mr. Tuan held the position of Secretary of Thanh Hoa Provincial Youth Union. After that, he held the positions of Secretary of Trieu Son District Party Committee, Secretary of the Party Committee of Thanh Hoa Provincial Agencies, and Head of the Provincial Party Committee's Internal Affairs Committee.
From 2015 to 2020, Mr. Tuan held the position of Deputy Secretary of Thanh Hoa Provincial Party Committee.
From 2020-2025, Mr. Do Minh Tuan held the position of Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Thanh Hoa province.
According to Clause 6, Article 37 of Law No. 72/2025/QH15 on Organization of Local Government approved by the 15th National Assembly of the Socialist Republic of Vietnam, 9th session on June 16, 2025, it clearly states: In case a person elected by the People's Council is decided by a competent authority to retire or pass away, it is not necessary to carry out the dismissal procedure at the People's Council.
The Standing Committee of the People's Council shall report to the People's Council at the nearest session in cases where the dismissal procedures prescribed in this clause are not carried out.
