According to the National Center for Hydro-Meteorological Forecasting, this morning, September 24, after entering the sea area south of Guangdong (China), super typhoon No. 9 (Ragasa) has reduced its intensity to level 15 (no longer a super typhoon).

At 7:00 a.m., the center of the storm was at about 21.3 degrees north latitude; 113.7 degrees east longitude, about 620 km east of Mong Cai ( Quang Ninh ). Storm No. 9 is level 15 (167 - 183 km/h), gusting to level 17, moving west-northwest at a speed of about 20 km/h.
Forecast by 4am tomorrow, September 25, storm No. 9 is located on the coastal area of Guangxi (China), about 150km east of Mong Cai (Quang Ninh). The storm intensity is level 11, gusting to level 13.
Due to the influence of super typhoon Ragasa, today the northern sea area of the North East Sea has strong winds of level 10 - 13, the area near the center of the super typhoon has winds of level 14 - 16, gusts over level 17, waves over 10 meters high, rough seas, especially dangerous for ships operating in the northern East Sea area.
In addition, the storm may cause heavy rain in the Northern provinces, Thanh Hoa, Nghe An with rainfall of about 150 - 250 mm, in some places over 400 mm, risk of flash floods, landslides, affecting the safety of dams, flooding in urban areas and low-lying areas.
In addition, right after storm No. 9, there is a risk that storm No. 10 will continue to move into the East Sea, potentially directly impacting our country's sea and land areas, affecting production activities at sea.

To focus on responding to the storm, the General Staff of the Vietnam People's Army continues to send urgent telegrams to the General Department of Politics; the General Departments: Logistics - Engineering, Defense Industry; General Department 2; Military Regions 1, 2, 3, 4; Army Corps 12; the military branches: Air Defense - Air Force, Navy; Border Guard; Vietnam Coast Guard; Hanoi Capital Command; Artillery - Missile Command; the military branches: Armored, Special Forces, Engineering, Chemical, Communications; Army Corps 11, 12, 18, 19 and Viettel to strictly implement the telegrams of the Prime Minister and the General Staff on focusing on implementing storm response work, ensuring the safety of people's lives, not being passive or surprised in any situation.
Maintain strict on-duty regime at all levels, grasp the weather, meteorological and hydrological situation, closely monitor the developments of storm No. 9; continue to organize vessel counting, promptly notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to move to avoid, take shelter or not enter dangerous areas.
Check and review key areas at risk of flash floods, landslides, riverbank and stream bank erosion, low-lying areas, and flooding, support people in reinforcing their houses, evacuating and moving people out of dangerous areas with the most determined spirit, proactively taking the highest level of response measures, anticipating the worst-case scenario, and prioritizing the goal of ensuring people's safety above all else.
