10 ministries and 14 provinces and cities take special note when responding to storm No. 10

On September 27, the Head of the National Civil Defense Steering Committee sent a telegram to the People's Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa; the ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Foreign Affairs, Science and Technology, Health, Education and Training, Culture, Sports and Tourism on proactively responding to storm No. 10 (storm Bualoi).

The dispatch said that storm No. 10 (storm Bualoi) is a very strong storm with a wide range of influence, which can cause a combination of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding; the storm circulation causes heavy rain in the Northern and North Central regions, commonly from 200 - 400 mm, in some places over 600 mm - this is the area that has suffered heavy damage from storm No. 3, storm No. 5 and floods in the recent past.

To proactively respond to storms and post-storm floods, and avoid subjective thinking immediately after responding to storm No. 9, the National Civil Defense Steering Committee requested the above units to direct decisively, early, and from afar to minimize damage to people and property.

For sea routes, closely monitor the storm's developments; strictly manage vessels going out to sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm (very fast moving speed and very strong intensity) to proactively avoid, escape, not move into dangerous areas, or return to safe shelters.

Deploy work to ensure safety of people, vehicles, and property, especially for tourist spots, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas; based on specific situations, proactively decide on sea bans, in which note the sea ban time earlier than previous storms and evacuate people in cages, aquaculture watchtowers along the coast, at sea, and on islands to ensure safety; prepare forces and means for rescue when requested.

Plans are in place for students and workers to stay home from school when storm No. 10 makes landfall.

On land, organize tree pruning, bracing, and reinforcement of houses; prepare measures to ensure safety and limit damage to warehouses, headquarters, public works, industrial parks, mining areas, mineral exploitation, factories, power grids, and telecommunications systems.

Organize the evacuation of households in dangerous areas, especially coastal areas, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for evacuated people, ensuring stable lives for people.

Urgently review plans to ensure the safety of dike works under construction, key and vulnerable areas, and plans to protect dikes against storms and floods in the area according to the "4 on-site" principle; localities in areas with the main impact of storms and floods have plans and decisions to let students stay home from school, and workers in industrial parks and businesses stay home from work during the storm's landing.

In addition, urgently mobilize forces to harvest agricultural production with the motto "green at home is better than old in the fields"; organize remote traffic, limit people from going out on the streets during storms and heavy rains; be ready to arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides...

Inspect and review key projects, unfinished projects, small reservoirs that are full of water due to recent heavy rains; direct reservoir owners and relevant agencies to urgently operate water discharge to reserve capacity to receive floods according to regulations, especially in key provinces where storms are expected to make landfall from Thanh Hoa - Ha Tinh .

Prepare plans to ensure drainage and prevent flooding for agricultural production areas; deploy forces and means to drain buffer water, clear blockages and flood drainage, be ready to operate drainage systems for industrial parks, urban areas, and residential areas, and at the same time inform and guide people to raise furniture, prepare food and essential supplies to cope with storms and floods to minimize damage.
