Weather forecast for September 27, the National Center for Hydro-Meteorological Forecasting said that storm No. 10 (storm Bualoi) in the East Sea has strengthened to level 12, gusting to level 15. At 4:00 a.m. the same day, the center of the storm was located at about 14 degrees north latitude and 116.6 degrees east longitude, about 580 km east southeast of Hoang Sa special zone.
Storm No. 10 (Storm Bualoi) is forecast to make landfall in the provinces from Thanh Hoa to Quang Binh.

Currently, storm No. 10 (storm Bualoi) is moving in a west-northwest direction, at a very fast speed of 35 - 40 km/hour. It is forecasted that by 4:00 tomorrow, September 28, the center of the storm will be in the sea west of Hoang Sa special zone, about 180 km east of Da Nang . Storm No. 10 is likely to strengthen to level 13, gusting to level 16.
The National Center for Hydro-Meteorological Forecasting warns that storm No. 10 (Bualoi) is a very fast moving storm, nearly double the average speed, with strong intensity and a wide range of influence, which can cause combined effects: strong winds, heavy rains, floods, flash floods, landslides and coastal flooding. It is forecasted that storm No. 10 is likely to make landfall in the provinces from Thanh Hoa to Quang Binh.
Due to the influence of storm No. 10, the northern and central East Sea (including Hoang Sa) has strong winds of level 8 - 9, near the storm center strong winds of level 10 - 13, gusting to level 16. Waves are 6 - 10 m high, the sea is very rough.
Forecast from the evening of September 27, the sea area of Thanh Hoa - Quang Ngai (Hon Ngu, Con Co, Ly Son) will have strong winds of level 6 - 7, gusts of level 8 - 9; near the morning of September 28, strong winds will increase to level 8 - 9. Areas near the storm center will have strong winds of level 10 - 13, gusts of level 16. Waves will be 5 - 7 m high, and the sea will be rough.
Forecast from early morning September 28, northern Gulf of Tonkin (Bach Long Vi, Van Don, Co To, Cat Hai, Hon Dau) strong winds level 6 - 7, then increasing to level 8 - 9, gusting to level 11. Waves 3 - 5 m high, very rough seas.
Storm surge is 1 - 2 m high along the coast from Ninh Binh - Ha Tinh, and 1.5 - 2 m high in Thanh Hoa - Nghe An; there is a risk of flooding dykes, coastal roads, and destruction of aquaculture cages.

Responding to storm No. 10 at the highest level
On the evening of September 26, Prime Minister Pham Minh Chinh issued a telegram directing 7 ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health and 14 coastal provinces from Quang Ninh to Khanh Hoa to focus on responding to storm No. 10 (storm Bualoi).
The dispatch emphasized that storm No. 10 is a strong storm, moving very quickly, can cause strong winds, heavy rain on land in the North Central and Northern regions, risk of flash floods, landslides in mountainous areas, threaten the safety of dams, and flood in low-lying areas, especially coastal and riverside areas.
Accordingly, the Prime Minister requested ministries, branches and localities to direct the implementation of response measures to storm No. 10 (storm Bualoi) closely following the situation with the most drastic spirit, proactively responding at the highest level, not to be passive or surprised in any situation.
Provinces from Thanh Hoa to Quang Ngai have deployed measures to respond to storm No. 10 (storm Bualoi) and floods caused by the storm, focusing on ensuring the safety of people's lives, calling on boats to take shelter, ensuring safety for boats operating at sea, along the coast, and activities at sea, on islands, along the coast and inland.
The Prime Minister requested the Ministry of Public Security and the Ministry of National Defense to direct units located in areas at risk of being affected by storm No. 10 (storm Bualoi) to review plans, proactively arrange forces and means to be ready to support localities in responding to the storm, assisting in evacuation, relocation of residents, and rescue when requested.
