TPO – After nearly 2 years of construction, all 3 packages of the project to upgrade and expand National Highway 7 from Km0-Km36 through Nghe An are still unfinished and at risk of "breaking" progress due to problems in site clearance.

Project Management Board 4 has reported on the implementation of the project to upgrade National Highway 7, section Km0-Km36, and to handle landslides caused by storms and floods in the Khe Thoi - Nam Can section. Accordingly, up to now, this project has not been completed as planned. |

The project to upgrade National Highway 7, section Km0-Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section was approved by the Ministry of Transport (MOT) on March 18, 2022 and officially started construction in September 2022. The project has a total investment of over VND 1,300 billion with a total length of 27.5km passing through Dien Chau, Yen Thanh and Do Luong districts of Nghe An province. |

| The project is divided into 3 construction packages 01, 02 and 03. Of which, package 02 is expected to be completed in July 2023 to connect with the Nghi Son - Dien Chau expressway project; the remaining 2 packages will be completed in 2024. However, by last July, all 3 construction packages have not yet reached the finish line, of which package 01 reached 72.6%, package 02 reached 69.5%, package 03 reached 79.1%. |

There are many reasons why the packages cannot be completed. However, the main reason is that the project is still stuck with land clearance on the route. The land is not handed over continuously, causing the construction to be unfinished. |

According to the report, by mid-July, Yen Thanh, Do Luong, and Dien Chau districts had handed over 52.84km out of 55.4km of land, reaching 95.37% of the left and right routes. Many residents have not yet agreed to compensation to hand over the land to the construction unit. |

The slow and unfinished construction has greatly affected the lives of people living along the road and vehicles on the route. Every time a vehicle passes by, dust flies everywhere. |

Project Management Board 4 (Ministry of Transport) said that this unit has sent a report to the People's Committee of Nghe An province and proposed that the province direct functional agencies and localities to hand over the site of the remaining sections no later than July 2024. For households that obstruct, oppose, and are not eligible for compensation, it is recommended that the district authorities organize construction protection no later than July this year. |

However, by August 2024, the site on the route has not yet been handed over to continue construction to complete the project. Talking to PV Tien Phong , Mr. Nguyen Van Duong - Vice Chairman of Yen Thanh District People's Committee - said that currently, this district still has 50 households that have not agreed to hand over the site to implement the construction of National Highway 7. Mr. Duong said that the district has developed a construction protection plan and is waiting for the competent authority to appraise it for implementation. |

| It is known that the Ministry of Transport has extended the deadline for the packages to be completed in November. With the current situation, it is difficult for the packages to achieve the expected progress. |
