The passing of Comrade Tran Duc Luong - former Politburo member, former President of the Socialist Republic of Vietnam, leaves behind boundless sorrow for the entire Party, the entire army and the entire people. He was a loyal, devoted, devoted leader, dedicating his entire life to the revolutionary cause of the Party and the nation. Many cadres in Gia Lai province and people who had the honor to meet and work with Comrade Tran Duc Luong all had the impression of a simple, close and profound leader.
In the Golden Book of Tradition of Ia Klar Border Guard Station (now Le Thanh International Border Guard Station, in Duc Co district), when visiting and working with the unit on October 7, 1999, President Tran Duc Luong wrote: "Wishing the officers and soldiers of Border Guard Station 721 - the Heroic Unit of the Armed Forces to continue to promote tradition and make outstanding achievements worthy of the trust and love of the Party, State and People".
President Tran Duc Luong signed the Traditional Golden Book. Major Ngo Quang Anh (Chief of Ia Klar Border Guard Station) stood next to him.
As the Station Chief at that time, although nearly 26 years have passed, Mr. Ngo Quang Anh still remembers the greetings, encouragement and advice of the President recorded in the Golden Book of Tradition for the officers and soldiers of the unit. Mr. Ngo Quang Anh shared: At that time, the political security situation, social order and safety on the border were very complicated when the FULRO reactionaries were active, illegal border crossings and smuggling were rampant. "However, keeping in mind the President's advice, the Party Committee and the Station Command thoroughly instructed all officers and soldiers to uphold their sense of responsibility, promote the heroic tradition of the unit, overcome all difficulties and dangers, and be determined to excellently complete the assigned political tasks, firmly protect the national sovereignty and strengthen foreign solidarity with the Cambodian armed forces and people to build a peaceful , friendly, stable and developed border" - Mr. Ngo Quang Anh recalled.
As President, comrade Tran Duc Luong is considered a leader with strategic vision and close to reality. Mr. Huynh No - former Director of Ia Ly Hydropower Plant, recalled: Although he is the head of state, the President used to be a geological engineer, so just by listening to reports and inspecting the project, he understood very well the geological layer in the plant area. From there, the President gave very precise instructions for us to follow. In each visit to check the construction progress of the Ia Ly Hydropower Plant project, President Tran Duc Luong was very close, went to inspect each project item, pointed out the shortcomings for the unit to overcome. Especially in 1999 when the first of the unit's four units was preparing to operate, when inspecting, the President emphasized that the unit must be determined to put the factory into operation as planned and further promote its efficiency because this is a national key project and has profound significance for foreign affairs. “Comrade Tran Duc Luong said this: This asset is the blood and bones of all our compatriots, so you must make every effort to preserve and develop it. Because this is a project that demonstrates the friendship between Vietnam and the Soviet Union during the most difficult period, we received sincere help from the friendly country to have funds to build the project. During the implementation process, we first preserved it, then found every way to upgrade equipment, improve and replace damaged equipment. During that process, the plant operated very safely and up to now, we have developed 2 more units, raising the total capacity of the plant from 720 MW to 1,080 MW today. During the process of working, contacting and addressing, I found the President to be very close” - Mr. Huynh No shared.
President Tran Duc Luong visited and inspected the Ia Ly Hydropower project in 1999. Mr. Huynh No is second from left.
To the people, former President Tran Duc Luong is a person who always has deep affection and concern for the lives of the people, especially ethnic minorities. Having the honor of attending President Tran Duc Luong's working sessions in Gia Lai province twice in 1999 and 2004, Ms. Ro Cham H'Yeo (currently Head of the Representative Board of the Elderly Association of Gia Lai province) said: At that time, she was the Chairwoman of the Vietnam Fatherland Front Committee of the province. Through the working sessions, President Tran Duc Luong always left a deep impression on her as a leader who was close, understanding, loved his people and especially cared about improving the lives of the ethnic minorities in the Central Highlands.

Ms. H'Yéo shared: “During his first visit and work with Gia Lai province as President in 1999, comrade Tran Duc Luong requested that rubber growing units and companies in Gia Lai province must be "midwives" to help improve and enhance the lives of the people; being a "midwives" here means having to "support" many things: "support" cultural level, "support" technical level; if we want coffee to have fruit and rubber to have latex, we must bring ethnic minority children to work as workers in rubber companies so that they can learn from each other; at the same time, train them to know how to plant and use techniques to take care of their own rubber and coffee gardens. The impression I remember most is his way of speaking, his way of speaking is very simple, close and I also feel that he understands ethnic people very well. Uncle Tran Duc Luong is no longer here, I feel very sad, very sorry, I feel like I have lost something "It's like my family lost someone" - Mrs. H'Yéo said sadly.
Deputy Secretary of Gia Lai Provincial Party Committee Nguyen Ngoc Luong and the Gia Lai Provincial Delegation paid their respects to former President Tran Duc Luong.
Farewell to comrade Tran Duc Luong, a loyal, devoted, devoted and very simple leader, always close to comrades, brothers and especially to the People, the whole Party, the whole army and all our people in general, the Party Committee, the government and the people of all ethnic groups in Gia Lai province in particular, vow to unite, inherit and promote the achievements that comrade left behind, join hands to build a strong, prosperous, powerful homeland and country, on par with the great powers of the five continents.
