Prolonged rainy season hinders project progress
The Hoai Nhon - Quy Nhon Expressway project runs entirely through Binh Dinh province. According to the reporter's observations in mid-January, the working atmosphere at the construction site was very urgent. Taking advantage of every precious sunny day after months of heavy rain at the end of 2024, contractors on the route gathered machinery and workers, working at full capacity to accumulate output.
The section through the natural forest that has just been handed over to the site at the 11XL package of the Hoai Nhon - Quy Nhon expressway is a "bottleneck" causing the construction progress to slow down.
Package 11XL, stretching from Km 0+00 - Km 23+500, is mainly constructed by Truong Son Construction Corporation. The contractor is making efforts to concentrate machinery and hundreds of workers, divided into many teams, to push the foundation and crushed stone grading items on the route.
However, by mid-January, the total construction output of this package only reached about 1,380 billion VND/2,691 billion VND, equivalent to 51.3%, 5% behind the plan.
According to the construction contractor, the section of the route through the natural forest in the border area between My Trinh commune (Phu My district) and An Tuong Dong commune (Hoai An district) has been handed over by the locality to both exploit forest wood and carry out excavation of soil, rocks and exploit and crush rocks to make crushed stone mix from November 30, 2024.
Due to the site handover in the middle of the rainy season, the project contractor has not been able to speed up construction to make up for the delay. When the weather is favorable, the contractor can start construction simultaneously, speeding up the progress.
As for package 12XL, the bridge, culvert and tunnel works on the route have been basically completed. The volume of roadbed embankment has reached over 90%, the volume of road surface foundation has reached over 50% and a part of the asphalt concrete items have been constructed.

According to Project Management Board 85 ( Ministry of Transport , investor), the current construction output of contractors in package 12XL is about more than 3,100 billion/4,996 billion VND, equivalent to 63.07%. Meeting the approved adjusted construction schedule. Completing the package in September 2025 is feasible.
However, due to the 2024 rainy season being longer than usual (from October 2024 to early January 2025), affecting the construction plan, some contractors of package 12XL have not yet completed the roadbed embankment work.
"Although some contractors have made efforts to implement the construction, they have not yet met the project's requirements. Among them, Truong Thinh Group Corporation and Urban and Industrial Park Development Investment Corporation, the total volume of roadbed earthwork of the two units is still relatively large (each contractor has about 150,000 m3). It is necessary to take advantage of the weather to complete the roadbed work before March 31 to ensure the progress of the package and the overall progress of the project," said a representative of Project Management Board 85.
Working through Tet to make up for lost time
According to Project Management Board 85, the critical path of the Hoai Nhon - Quy Nhon Project, affecting the implementation progress and disbursement plan is due to the section through natural forest from Km 18+650 - Km 21+100 of package 11XL.
The volume of excavated soil and rock (the remaining total excavation volume is about 2 million m3, including about 1 million m3 of rock excavation and about 1 million m3 of soil excavation) and the utilization for roadbed construction and crushed stone production is still very large (about 1.3 million m3). While there are only about 8 months left to complete the project. The handover of the site through the natural forest is slower than planned, leading to the inability to speed up the construction progress (must dig rocks for crushing, coordinate the utilization of soil), greatly affecting the output and disbursement progress of the project.
Mr. Bui Trong Lai, project executive director, said that the investor has asked contractors who are behind schedule to increase machinery and human resources to make up for the project's delay.
Talking to Giao Thong Newspaper, Mr. Bui Trong Lai, Project Executive Director (Project Management Board 85) said that in order to quickly resolve the problems and ensure the project's progress, the unit requested Truong Son Construction Corporation to have plans and solutions. Increase construction teams, equipment and human resources to speed up the construction progress to compensate for the delayed progress to ensure the progress of the package in particular and the project in general. In particular, on the occasion of Lunar New Year, the contractor of package 11XL is requested to work during Tet.
"In the immediate future, the Board requires Truong Son Construction Corporation to work through Tet. The contractor must increase machinery and human resources to resolve bottlenecks in the natural forest section that has just been granted land. Project Management Board 85, the supervision consultant and the contractor have also met to come up with solutions. In particular, 5 more construction sites will be opened at this location," Mr. Lai shared.
According to the investor representative, for package 12XL, contractors who have not completed the roadbed earthwork must ensure the progress of the current construction sites and add new sites. Increase equipment and machinery, take advantage of the weather that is almost over the rainy season to speed up the earthwork of K95 and K98. Ensure the completion of the main route earthwork before March 31.
A representative of Truong Son Construction Corporation said that the unit has reported the construction plan during Tet to the investor. The spirit is to add machinery, increase human resources, and increase construction sites to clear bottlenecks and make up for the slow progress of the 11XL package.
The Hoai Nhon - Quy Nhon Expressway has a total route length of 70.1km through Binh Dinh province, with a total investment of more than VND 12,401 billion, and the investor is Project Management Board 85 (Ministry of Transport). The project started on January 1, 2023 and is expected to be completed by the end of 2025.
