(Baothanhhoa.vn) - Improving population quality is considered by Thanh Hoa province as a key and continuous task of population work in the new situation. In Luu Ve commune, the locality has strengthened leadership and direction on population work; creating high consensus among the people on shifting the focus of population policy from family planning to population and development.

Doctor Nguyen Thi Mai, Head of Tan Phong Medical Station, said: With synchronous solutions, population work in the area has achieved positive results, the population growth rate has been successfully controlled, the sex ratio at birth has decreased, population quality has improved in many aspects; malnutrition, maternal and child mortality have been controlled... contributing to the successful implementation of socio -economic development goals in the area.

Implementing Resolution No. 21-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on population work in the new situation, Thanh Hoa province has concretized its leadership and direction by issuing Plan No. 105-KH/TU dated August 8, 2018 of the Provincial Party Committee on the Action Plan to implement Resolution No. 21-NQ/TW and Directive No. 24-CT/TU dated February 20, 2020 of the Provincial Party Standing Committee on strengthening the leadership of Party committees at all levels in population work and development in the province in the new situation. Along with that, the Provincial People's Committee has issued documents for specific implementation.

Population and development education and propaganda activities are carried out synchronously throughout the province, with many diverse and rich forms; many models are built and implemented effectively. Up to now, the annual birth rate in the province has reached 0.1‰; the natural population growth rate has always been kept below 1%, achieving the set target; the total fertility rate (average number of children per woman of childbearing age) of Thanh Hoa has decreased from 2.45 children/woman (in 2017) to 2.2 children/woman (in 2024), approaching the replacement fertility rate (the replacement fertility rate is 2.1 children/woman); the prenatal screening rate has reached 70%, the newborn screening rate has reached 20%; the pre-marital health consultation and examination rate has reached 40.3%...

Thanh Hoa is in the “golden population structure” period. From 2017 to now, the proportion of the working-age population has fluctuated between 67% and 68%. This is an abundant labor source, an opportunity to promote economic growth when the high-quality labor source creates high labor productivity.

In addition to the achieved results, population work still faces many challenges, namely the gender imbalance ratio at birth is at a high level in the country (113.1 boys/100 girls/year 2024), the ideology of preferring boys over girls still exists. In addition, the issue of health care for the elderly and reproductive health has not been well resolved, especially for vulnerable populations such as ethnic minorities, minors, people with disabilities...

Head of the Provincial Population Department Bui Hong Thuy said that in Thanh Hoa, in recent years, the awareness of cadres, party members and people of all ethnic groups in the province about population policy has been significantly improved. Improving the quality of population in this period is identified as a key task and has been focused on and implemented by all levels and sectors; the population size is gradually stabilizing and under control; the quality of population is gradually improving, issues related to children, women, adolescents, youth and the elderly are being paid attention to. On the occasion of World Population Day (July 11), the Department of Population has developed a plan to implement communication activities in response to the theme: "Reproductive self-determination in a changing world" such as: organizing propaganda conferences on the theme of World Population Day, the Party's guidelines and policies, the State's laws on population work in the new situation, thematic activities, hanging banners, slogans on population and development... Thereby, aiming to raise awareness of the role, rights and responsibilities in reproductive issues and the responsibility of the whole society on the role and importance of population work - family planning for rapid and sustainable development.
